Canada's only proposed Carbon Targets in Danger

Bill C-311, Canada’s Climate Change Accountability Act, is back in the “news” (no silly, not the media, who have more important things to worry about). I had written about this before the Copenhagen meeting. This bill sets Canada up with greenhouse gas emission reduction targets that would put Canada in a respectable mainstream position, 25% below 1990 levels by 2020, 80% below 1990 levels by 2050. But the Conservatives, in one of their classic legislative gambits, have forwarded the vote for April 14th, Wednesday. If the bill doesn’t pass here, it’s dead, and 4 years of countless committee readings, and multiple votes to pass would be wasted. And Canada will not have any climate change legislation whatsoever.

Serious business, isn’t it? Climate Action has more, including what you need to do (I know, short notice, that’s apparently how important decisions get made around here).

The Liberals hold the key. It was they who voted with the Conservatives the last time to scuttle the pre-Copenhagen vote. As of writing this post, no official word from the Liberals on their position.

A call to Michael Ignatieff’s office, (613) 995-9364 gives me little hope of passage. I was told that the MPs had met, that Mr. Ignatieff would not be voting (apparently, because it’s a private member’s bill, leaders don’t vote, weird). Also, the official position of the party is that because it is a private member’s bill, that every MP would be free to vote on their “conscience”. Given that the Liberal party could not even defend women’s health in a recent whipped vote, I wonder where their conscience is on this.

A call to David McGuinty’s (the Liberal Environmental Critic) Office, (613) 992-3269, elicited the rather helpful response that they would not be commenting on their stand till after the vote.

Of our local MPs, both Denise Savoie (NDP) and Dr. Keith Martin (Liberal) will be voting to preserve the bill, they are on record saying this at a forum on climate change last week. Of course, Gary Lunn (Conservative) is not part of the equation here, pointless.

So, call, call and call away, the Liberals need to hear about this. They don’t appear to understand the most basic rule of opposition politics, you get no points for supporting the government, except from pundits in the mainstream media. Only if you inflict some defeats on the government will the people of Canada take you seriously.

As always, remember that it is the Liberals that will be blamed for this bill’s demise, we all know the Conservative position on climate change. The NDP and Bloc Quebecois have voted repeatedly to pass this legislation. It is Michael Ignatieff’s Liberals who will stand in the way of Canada’s environmental progress.

    Melamine in pet food may not be accidental – USATODAY.com

    A nitrogen-rich chemical used to make plastic and sometimes as a fertilizer may have been deliberately added to an ingredient in pet food that has sickened and killed cats and dogs across the country, public and private officials say. A leading theory is that it was added to fake higher protein levels.

    Melamine has been found in wheat gluten, rice protein concentrate and, in South Africa, corn gluten, all imported from China, and all meant for use in pet food, the Food and Drug Administration confirmed Thursday.

    “It adds to the theory when you see other products that are labeled as protein supplements, in this case rice protein, and in South Africa corn gluten and in the previous case wheat gluten,” said Stephen Sundlof, FDA chief veterinarian. “That melamine was found in all three of those, it would certainly lend credibility to the theory that this was intentional.”

    Interesting, apparently, melamine was added to increase the nitrogen content of the food so it would show up as protein in the most common protein test, which only looks for nitrogen. When I am not working, I guess I will look up the test details.

    I wonder if this is only the tip of the iceberg? What other techniques do food manufacturers use to fake it? Growing up, food adulteraion was a serious problem in India, and still continues to be an issue in the third world.

    One more thing that needs to be said is that the FDA has been very reactive, as opposed to proactive. This is partly because the FDA does not issue recalls, it first “strongly suggests” that the company involved recall whatver product it is that may be having issues. Only if this issue is not addressed can the FDA start seizure proceedings, which could take months. The FDa regulates and monitors on a company level, not at a product level.

    For example, when Japan had one sample of U.S beef test positive for mad cow disease, that was the end of beef imports from the U.S. This is an extreme case because you’re dealing with an infectious disease, but the point is that when you are finding huge levels of pesticide in food from a country, the first thing you need to do is stop everything, troubleshoot, then turn things back on again. Yes, this gets expensive, but so does 1000s of sick pets. The difference is, who pays. In the U.S, it’s always the consumer!

    Hog Factories Hit the NY Times

    The tale is told from the pig’s viewpoint. Of course, as I have mentioned before, hog factories are evil and affect the people (mostly poor and black) who live around them in very many horrible ways.

    Of the 60 million pigs in the United States, over 95 percent are continuously confined in metal buildings, including the almost five million sows in crates. In such setups, feed is automatically delivered to animals who are forced to urinate and defecate where they eat and sleep. Their waste festers in large pits a few feet below their hooves. Intense ammonia and hydrogen sulfide fumes from these pits fill pigs’ lungs and sensitive nostrils. No straw is provided to the animals because that would gum up the works (as it would if you tossed straw into your toilet).

    In my work as an environmental lawyer, I’ve toured a dozen hog confinement operations and seen hundreds from the outside. My task was to evaluate their polluting potential, which was considerable. But what haunted me was the miserable creatures inside.

    They were crowded into pens and cages, never allowed outdoors, and never even provided a soft place to lie down. Their tails had been cut off without anesthetic. Regardless of how well the operations are managed, the pigs subsist in inherently hostile settings. (Disclosure: my husband founded a network of farms that raise pigs using traditional, non-confinement methods.)

    The stress, crowding and contamination inside confinement buildings foster disease, especially respiratory illnesses. In addition to toxic fumes, bacteria, yeast and molds have been recorded in swine buildings at a level more than 1,000 times higher than in normal air. To prevent disease outbreaks (and to stimulate faster growth), the hog industry adds more than 10 million pounds of antibiotics to its feed, the Union of Concerned Scientists estimates. This mountain of drugs — a staggering three times more than all antibiotics used to treat human illnesses — is a grim yardstick of the wretchedness of these facilities.

  • Krugman takes on Climate Change Economics

    Paul Krugman takes on climate change economics, just read the whole damn thing, but I will summarize so you don’t have to wade through 8 pages.

    In what follows, I will offer a brief survey of the economics of climate change or, more precisely, the economics of lessening climate change. I’ll try to lay out the areas of broad agreement as well as those that remain in major dispute. First, though, a primer in the basic economics of environmental protection.

    First off, it is well written, aimed at simplifying the economics of pollution so most people can understand, what you’d expect from him!

    1. Basic Economics and how externalities work, and why free markets alone will never solve moral problems of reducing pollution, or providing health care
    2. How the work of Pigou, a 1920s economist is the basis of all all environmental economics, with a small sidetrack on rabbits! This is well written, it captures the essence of what needs to be done with pollution – Simple prohibition is not enough, imposing a fair cost on the pollution works much better
    3. What are command and control, cap and trade, carbon taxes, and what they do. Krugman prefers cap and trade approaches where there is certainty on the pollution. But he stresses (and this is very important) that it is essential to put additional control elements in place, for example, fuel efficiency requirements for cars in addition to just carbon costs, or severe limits on coal fired power plants
    4. He talks about developed, and developing countries, and how to handle increasing emissions in China, India, etc. He postulates a combined carrot and stick policy, where China and India can trade emission permits with the rich countries. His contention is that since the Chinese economy is less efficient, the costs of cutting pollution in China are likely to be a lot lower. The stick involves the imposition of carbon tariffs on imported goods to Europe and the US if China does not play ball. So, the rich countries pass money to the poorer countries to reduce emissions, but impose taxes if they don’t
    5. He thinks that carbon costs should increase quickly rather than slowly
    6. He compares the costs of action to the costs of inaction, no surprise that the costs of inaction are orders of magnitude larger than the costs of action.

    Of course, he ends with the caveat that the political will to do this is going to be sorely lacking.

    What do I think? While it pretty much encapsulates what I think of as the big picture approach, Krugman hand waves around the many personal changes in consumption, land use, urbanization, localization that all have to occur. All of that is included in “additional command control based changes”. I don’t necessarily believe in Homo Economicus, the rational human who responds to economic incentives. So we will have to, as citizens, agitate forcefully for local actions that set us in the western world up for reduced consumption and increased efficiency. In addition, we have to simultaneously support national level politicians that are serious about climate change and punish the ones that are not, so they can help enact the right national and trans-national policies.

    Anyway, all in all, an excellent read.

    Water Find to End Darfur War – Well, not so fast!

    Beware the dangers of the overhyped press release machine (or sciencedaily, pick your poison). All Farouk El-Baz saw when he did the radar study was a giant depression. It is TBD whether there’s water in them thar holes!’

    Alain Gachet, who used satellite images and radar in his research, said the area received too little rain and had the wrong rock types for water storage. But the French geologist said there was enough water elsewhere in Darfur to end the fighting and rebuild the economy.

    On Wednesday, Boston Universitys Farouk El-Baz said he had received the backing of Sudans government to begin drilling for water in the newly-discovered lake, in North Darfur.

    No wonder they say that water is the 21st century oil. This guy’s going to be drilling for water (also known as well digging!).

    Vote Strategically for the Environment

    This site wants you to vote strategically to avoid splitting the anti-conservative vote on the assumption that all things being equal, the conservatives are much worse for the environment than any of the other parties. This is not really how you want an election to be decided, but a party that represents the minority of Canadians should not get a parliamentary majority simply because of a flawed voting system.

    I would heartily endorse a preferential ballot system for us. How does this work?

    Instant-runoff voting (IRV) is a voting system used for single-winner elections in which voters have one vote and rank candidates in order of preference. If no candidate receives a majority of first preference rankings, the candidate with the fewest number of votes is eliminated and that candidate’s votes redistributed to the voters’ next preferences among the remaining candidates. This process is repeated until one candidate has a majority of votes among candidates not eliminated. The term “instant runoff” is used because IRV is said to simulate a series of run-off elections tallied in rounds, as in an exhaustive ballot election.

    Under this system, if you like the Green Party the best because of their environmental policies, but know they cannot win, you can still vote for them. Just have the liberals/NDP as the second choice. It is overwhelmingly likely that if you like the Green Party policies, you like the policies of the conservatives more than the policies of the liberals or the NDP. With our current system, that’s exactly what your vote will say. Your vote for a Green Party candidate in this election is essentially a vote for the Conservatives.

    In the absence of the preferential ballot, or instant runoff voting, using web 2.0 methods to vote strategically is the next best thing, and a great idea!
