The National Institute of Environmental Health Sciences has begun a review of ties between a federal health center that evaluates the risks of chemicals to reproductive health and a consulting firm funded by companies that produce chemicals linked to reproductive disorders.

The investigation follows a Times report on Sunday that Sciences International, an Alexandria, Va., firm funded by more than 50 industrial companies, helps manage the federal Center for the Evaluation of Risks to Human Reproduction.

Among the firms with financial ties to Sciences International are two that produce bisphenol A, a chemical in polycarbonate plastic bottles that has been linked in animal testing to prostate and breast cancer and reduced fertility.

Since 1998, Sciences International has helped manage the federal reproductive health center and prepared draft reports analyzing bisphenol A and 16 other chemicals. The company has a $5-million contract with the center.

The center’s scientific advisory panel was scheduled to decide today whether bisphenol A endangers reproductive health in humans.

But on Tuesday, director Michael Shelby announced that the panel, after two days of reviewing the 372-page report that Sciences International prepared on bisphenol A, known as BPA, still had too many unresolved questions and was postponing its decision for six weeks.

Good investigative journalism still makes a big difference.

As always, as I was writing this post, I noticed that the ever excellent folks at the pump handle read my mind and posted about it (2nd time in 3 days!), so I will stop writing (and thinking about Bisphenol A) and direct your attention to their post!

    Numbers, policy and advocacy

    I got into a twitter discussion with Andrew Leach, who writes thoughtfully about energy policy and economics at his blog and occasionally for the globe and mail. The topic of discussion was a number put up by Bill McKibben of 350.org stating the following:

    By some calculations, the tar sands contain the equivalent of about 200 parts per million CO2

    Now this was a throwaway line in an article warning us that the Obama administration was not doing anything to stop runaway carbon emissions from coal and petroleum. But Prof. Leach made the point that this was a bit dishonest because at the current (and future) rate of oil extraction, it would take over 1500 years, and was  ridiculous. But let’s look at the calculation itself. 200 ppm seems like an outrageously large number. After all, the current concentration of CO2 in the atmosphere is 393 ppm. Is Bill McKibben actually saying that the taroilsands (I can’t pick on tar vs. oil, and I will campaign for taroil) can contribute half of what’s currently in the atmosphere? That can’t possibly be true. I mean, it is a huge project and all, but still, only 6.5% of Canada’s emissions in 2009.

    But, if you follow the mathematics:

    1. 1.75 trillion barrels of bitumen in place , as opposed to the 10% of that deemed recoverable in 2006 assuming 2006 prices and current technology.
    2. One Barrel is approximately 0.5-0.7 metric tons CO2 if you take into account both the production and the combustion. Note that there is a lot of uncertainty in this estimate because most of the data come from the Canadian and Albertan governments, and from the producers themselves, very interested parties. Let’s use the 0.7 for an upper end.
    3. 2.13 GT Carbon emitted adds 1 ppm of CO2 to the atmosphere.

    This gets us to approximately about 160 ppm. Note that the 0.7 MT of CO2 uses a number for land use that takes into account the current devastation of the boreal forest and peat bog. If all the oil needs to get out of the taroil sands, the land use number would explode and likely account for the remaining 40 ppm. Anyway, a rough calculation puts the 200 ppm number in context.

    But it is an unrealistic number, because taroilsands extraction is very energy and water intensive, time consuming, and promises to remain that way. Barring some magic technology that makes cheap energy possible, in which case, we’d just use that and avoid all the mess, we won’t ever get to that number.

    To summarize, 200 ppm is a reasonably accurate mathematical calculation that is wildly out of context. Sounds familiar?

    The larger point is that advocates of all stripes, politicians, lobbyists, chambers of commerce, industry interest groups, corporations, and organizations pushing against them use numbers to make things sound scary and big. People who rail against government spending routinely talk about Canada’s deficit being in the billions of dollars, but when we look at it as a deficit/GDP ratio, the numbers are under control, and there’s no need to panic. In advocacy, it’s great to find a number that makes a fantastic point, somehow to bring a message home. I am sure you remember this one in the wake of the BP oil mega spill. Businesses do this all the time as well, with much greater success. I’m sure you’ve heard this trope about small businesses being the engine of job creation based on just the gross number of jobs they create. Yes, but they’re also the engine of job destruction because they go under a lot, but we don’t see that often.

    As someone who has all their training as a scientist, and who does not like numeric misleading, being an activist/advocate is tricky. You work with people who are (rightly in many instances) trying to fight bad policy, and bad outcomes. The taroilsands are terrible, especially given that we’re cooking the planet and we’re deliberately spending billions of dollars investing in them. Regardless of whether they’re going to be responsible for 20 ppm, or 200 ppm, the trajectory of investing in an especially inefficient fossil fuel extraction when we should be phasing out all fossil fuel use is the big egregious wrong here. You are also trying to influence a public that finds it very hard to put numbers in context. No one will ever see a billion dollars, there’s no perceived difference between a million barrels and a trillion barrels, it’s all big numbers! So, the temptation is to use big numbers to scare people. I can understand how that happens, but I can’t bring myself to necessarily be okay with it. I will tolerate it, I guess, because the corporations, governments who produce the raw data underlying these numbers know what they mean, but distort them continuously to serve their agenda, and the media, some of whom are number literate abet this misleading. So some push back is necessary, but I will roll my eyes when it happens.

    North Carolina to establish birding trail

    This is good news, maybe just the ticket to reawaken my long dormant birdwatching predelictions. The money this brings in will doubtless fund the continued existence of wetlands and other endangered habitats.

    SWANSBORO – With hundreds of colorful birds already visiting and calling Eastern North Carolina home, the state is encouraging bird lovers to bring their binoculars and billfolds to watch them. The N.C. Birding Trail unveiled this week links dozens of sites long known to birders as packed with rare, popular or threatened species, such as the endangered red-cockaded woodpecker.

    But state officials are promoting the trail as nature-themed tourism and hope it will give the financially stressed region an economic boost.Forget the notion of birdwatching as a sedate, nerdy activity. Now hunting and fishing guides are running bird charters and bird-related tourism is worth millions.

    “We have people coming here from all over the country,” said John Ennis of Brunswick County, eastern vice president of the Carolina Bird Club. “It’s a great resource.”

    When completed, the North Carolina trail will include dozens of places across the state that visitors can reach by car and look for more than 440 species of birds.

    The first section, which highlights the coastal region, includes 102 birding sites in 16 groupings east of Interstate 95. A Piedmont trail that will bundle sites between Interstate 95 and Interstate 77 is scheduled to be completed next year with a mountain trail slated after that.

    At least 100 sites have already been approved for the Piedmont section with three dozen in the Triangle. Birders will be directed to state and local lands such as Hemlock Bluffs Nature Preserve in Cary, Raleigh’s Lake Johnson Park, Eno River State Park in Orange County and Duke Forest in Durham County.

    Salinda Daley, N.C. Birding Trail Coordinator, said that describing the program as a trail causes some misunderstanding because it is not just lines on a map. She said promotional material links spectacular bird watching sites and birders with communities and businesses.

  • Canada's Environmental Corpus Callosum malfunction

    One of my first impressions on moving to Victoria was the high environmental consciousness of the people here. The obvious markers of environmental consciousness such as recycling, composting, organic food consumption, local food consumption, small car driving, and most importantly, pride at being environmentally conscious are off the charts here  (and I am  most definitely  one of those people as well!).

    My second impression was that a country with such a resource driven economy can’t possibly live up to what its citizens think it is doing. And I was right. The country as a whole performs abysmally. Canada vs. the OECD (a report produced by my very hometown University of Victoria) compares Canada’s performance vs. the OECD on a number of environmental parameters. It is shocking. The picture is painted of an inefficient economy whose consumption of major resources and pollution indicators are growing at a time they should be dropping. For example:

    Canada is among the three worst countries on nine indicators (per capita greenhouse gas emissions, sulphur dioxide emissions, carbon monoxide emissions, volatile organic compound emissions, water consumption, energy consumption, energy efficiency, volume of timber logged and generation of nuclear waste);

    Canada’s economy is inefficient, in that we use much more energy and generate much more pollution to produce a given amount of goods and services relative to our industrial competitors, including 33% more energy than the United States per unit of GDP; and

    Canada’s performance on most environmental indicators continues to worsen

    So, not only are things bad, they’re getting worse, but the people don’t seem to notice. Massive corpus callosum1 malfuction?

    Once this theme crystallized in my head, I went searching for earlier work that would reinforce my conclusion and came upon this book Unnatural Law – Rethinking Canadian Environmental Law and Policy. From the First chapter:

    Is Canada an environmental leader or an environmental laggard? Is Canada contributing to solving environmental challenges or are we exacerbating these problems?

    Great, a book that reinforces my frame in the very first paragraph! I’ll let you know after I finish reading the book (helpfully available from my local library and written by a former ED for the SIerra Legal Defence Fund (now known as Ecojustice) and who lives on Pender Island, a few islands away from where I live! Promises to be an interesting and illuminating read.

  • The Precautionary Principle at work

    This is how you’re supposed to regulate chemicals, burden of proof on the manufacturers, makes sense because they are the ones who have the most information, and the most to gain or lose. So, you have the right motivators with the right tools to ensure that a decision can be reached in the right amount of time. If you reverse the burden of proof, the group (people/government) with incomplete information and little monetary motivation is going up against a group (the industry) which has all the information on its side, and powerful monetary motivation to do nothing, because in doing nothing, the burden of proof will ensure that they win.

    Makes so much sense, doesn’t it!

    EU bans 22 hair dye chemicals feared unsafe – Yahoo! News

    BRUSSELS, Belgium – The European Commission said Thursday it would ban 22 hair dye substances, following the release of a scientific study that concluded the long-term use of these chemicals could cause bladder cancer. The ban will go into effect Dec. 1. “Substances for which there is no proof that they are safe will disappear from the market,” said European Union Industry Commissioner Guenter Verheugen.

    Well said, sir, way to motivate industry to prove safety!

    “Our high safety standards do not only protect EU consumers, they also give legal certainty to (the) European cosmetics industry.”

    A crucial point, industries adjust to regulation very well, as long as the regulation is clear, stable and consistently applied. Not to say that they don’t work to undermine the regulations at times, but most of the time, stability is more important than the regulation itself. The regulation just gets added to the cost of doing business, and you protect yourself against lawsuits, you have plausible deniability, all the good stuff.

    The Commission had asked the cosmetics industry to provide safety files for all chemicals used in hair dyes to prove they do not pose a health risk for consumers. The ban concerns 22 chemicals for which no safety files were submitted by producers.

    Nice, no proof = no sale.

  • Huge Potential Breakthrough for Solar Energy

    The utilization of solar energy on a large scale requires its storage. In natural photosynthesis, energy from sunlight is used to rearrange the bonds of water to O2 and H2-equivalents. The realization of artificial systems that perform similar “water splitting” requires catalysts that produce O2 from water without the need for excessive driving potentials. Here, we report such a catalyst that forms upon the oxidative polarization of an inert indium tin oxide electrode in phosphate-buffered water containing Co2+. A variety of analytical techniques indicates the presence of phosphate in an approximate 1:2 ratio with cobalt in this material. The pH dependence of the catalytic activity also implicates HPO42– as the proton acceptor in the O2-producing reaction. This catalyst not only forms in situ from earth-abundant materials but also operates in neutral water under ambient conditions.

    Don’t you just love the title of the paper? I would have titled the paper “Splitting Water for Cheap”. The author is interviewed here. This catalyst can split water into H2 and O2 using the energy from a solar cell. Then, when you need electricity, you recombine them in a fuel cell to make water and electricity. So, a closed loop with the only external input being the solar energy. Solar energy can now be stored almost painlessly.

    It is so simple. I am listening to the interview and the author says this can be replicated in a chemistry lab as it only needs a phosphate buffer, cobalt electrode and a conducting glass.

    Wonderful. Now, please stop building coal plants.

    If every one of the 70 million acres on which corn was grown in 2006 was used for ethanol, the amount produced would displace only 12 percent of the U.S. gasoline market. Moreover, the “new” (non-fossil) energy gained would be very small — just 2.4 percent of the market. Car tune-ups and proper tire air pressure would save more energy.

    Proper tire pressure is not sexy, and does not lead to billions of dollars of profits!

    The net effect is that ethanol from corn grown in the Corn Belt does increase atmospheric greenhouse gases, and this increase is only about 15 percent less than the increase caused by an equivalent amount of gasoline

    Corn is such a boondongle, it’s amazing what the ADMs and Monsantos of the world can do.

    This means that when tropical woodland is cleared to produce sugar cane for ethanol, the greenhouse gas released is about 50 percent greater than what occurs from the production and use of the same amount of gasoline. And that statistic holds for at least two decades.

    Brazil will not solve all your problems (unless they’re samba related!). Increased demand for ethanol from Brazil could lead to clearcutting of the rain forest/other fallow grassland.

    Across the full process of growing high-diversity prairie hay, converting it into an energy source and using that energy, we found a net removal and storage of about a ton and a half of atmospheric carbon dioxide per acre. The net effect is that ethanol or synthetic gasoline produced from this grass on degraded land can provide energy that actually reduces atmospheric levels of carbon dioxide.
