As some of you might know, it is a well known fact that race is a predominant factor in the siting of landfills (warning, pdf, but worth it!!). But the folks at the North Carolina Environmental Justice Network (NCEJN) and its member organizations do a wonderful job in organizing, protesting, and lobbying against this egregious practice. If you’re in the neighborhood (or in the mood for a road trip), please do consider joining the protest.
Turns out that the Emperor did not want anyone to know what the possible health effects of climate change were going to be.

It was eviscerated,’ said a CDC official, familiar with both versions, who spoke on condition of anonymity because of the sensitive nature of the review process.
The official said that while it is customary for testimony to be changed in a White House review, these changes were particularly ‘heavy-handed,’ with the document cut from its original 14 pages to four. It was six pages as presented to the Senate committee.
So, is there any point in blogging about this story about the Emperor and his politburo wielding the censor pen on yet another government report? No, because like million other stories like the one above, nothing comes of it. Nobody loses anything, the press does not understand that this behavior is unprecedented and more representative of 1960s USSR than the so called leader of the free world. The people who read about it could not care less. This is small fry compared to the “enhanced interrogation techniques” (call it torture), “private military contractors” (call them mercenaries), “extraordinary rendition” (state sanctioned kidnapping, disappearing, whatever you call it), etc. This country has apparently been outraged to boredom. Where does the “editing” (censoring) of a government report even register on this list of outrages?
Seriously, the Democratic party has been the most undistinguished of opposition parties. Yes, they supposedly control the Senate and Congress, but they don’t. In this weird undemocratic and archaic presidential system, you can only succeed if you have 60% of the Senate, 67% of the Congress or the president on your side. So, functionally, the Democrats are still the opposition party and do not seem to understand that as the opposition party, they need to oppose, manufacture outrage (in this case, no manufacturing necessary), and keep yelling continuously. Some shrillness is indicated here. Yes, they have some power that comes from the majorities, but the power needs to be used. They have to keep sending bills that the president will veto, they have to keep subpoenaing the politburo members so they can refuse to testify, and they have to keep repeating that they’re outraged, I tell you, outraged!!
Oh well, I come from the famously fractious politics of India, so none of my rants are going to make sense. If you want outrage, here you go… Mind you, this is the member of the coalition that rules India exerting pressure on it’s ally, not even the real opposition who only yesterday called for the PM to resign because “a resurgent nation like India should not be led by a helpless and sad leader” – Ouch, take that!! All this over a nuclear deal with the US where India gained all kinds of concessions for essentially building a nuclear arsenal on the sly and against the wishes of the international community.
The democrats needs a master class on opposition politics from the BJP.

A federal panel of scientists concluded Wednesday that an estrogen-like compound in plastic could be posing some risk to the brain development of babies and children.
Bisphenol A, or BPA, is found in low levels in virtually every human body. A component of polycarbonate plastic, it can leach from baby bottles and other hard plastic beverage containers, food can linings and other consumer products.
Culminating months of scientific debate, the decision by the 12 advisors of the Center for the Evaluation of Risks to Human Reproduction — part of the National Institutes of Health — is the first official, government action related to the chemical. Their recommendation will be reviewed for a federal report that could lead to regulations restricting one of the most used chemicals.
The scientists ranked their concerns about BPA, concluding they had “some concern” about neurological and behavioral effects in fetuses, infants and children, but “minimal” or “negligible” concern about reproductive effects. The findings put the panel roughly in the middle — between the chemical industry, which has long said there is no evidence of danger to humans, and the environmental activists and scientists who say it is probably harming people.

The HCRA report, commissioned before Schwartz’s tenure, concluded that “the weight of the evidence for low-dose effects is very weak” [15]. Industry groups hailed the report as a comprehensive review by independent experts and quickly disseminated its findings. Yet the “comprehensive” report reviewed just 19 of 47 studies available in April 2002, and when it was published more than two years later, three panelists asked not to be listed as authors.
What the hell, just read the whole article, especially the bit about the Harvard Center for Risk Analysis and its well documented industry shillness.
The key to understanding bisphenol research is to realize that it is a hormone disruptor that works at low doses. At high doses, normal toxicological testing doses that is, it floods the hormone receptors and slows down the receptor pathways. So, the usual technique of testing in rats and mice at high doses and extrapolating will not work.
Holy tentacular twins, Batman! This is crazy news, the first study linking the incidence of twins with environmental factors. The culprit is growth hormone fed to cows to increase milk production. According to this Wikipedia article, a third of all dairy cattle use Monsanto’s rBGH (or rBST) brand Posilac®, so obviously, use is widespread.

1. Engineered hormone in milk may be linked to twinning. A recent study found that women who consumed dairy products were five times more likely to give birth to twins than vegan women. The study suggested that the use of engineered bovine growth hormone/bovine somatotropin (BGH/BST) to boost milk production in dairy cows may be related to the higher level of twinning. BGH is known to increase twinning in dairy cows. In addition, the rate of human twinning is twice as high in the United States, where BGH is used, as in Britain, where BGH is banned. BGH affects twinning rate by increasing insulin-like growth factor (IGF), a protein produced in the milk of both animals and humans, that promotes ovulation and may help early-stage embryos survive. A separate study found that levels of IGF were 13 percent lower in vegan women than in women who consumed dairy products. If true, no woman should ever drink “conventional” milk (non-organic, non rGBH free, etc). Twins are fun, I love my twin nieces very much, but they are much more difficult to carry and deliver, and there are more complications.
Scary, but I suspect this is the tip of the iceberg as far as environmental effects on childbirth are concerned.
Judith Lewis of the LA Weekly summarizes the issues before the Supreme Court currently debating the Clean Water Act. Among the things she says:
One state’s boon is another state’s disaster, and it doesn’t much matter whether that state is red or blue: If you’ve seen what happens when your swamps disappear, as they have in Florida, you know why it’s important to protect them.
In other words, each state is free to screw up its water and then realize too late that they need to protect their wetlands? This points to the insanity that underlies all Federal Environmental Regulation, they are based on the Federal Government’s authority to “Regulate Interstate Commerce” under the Commerce clause of the Constitution. Since Environmental Protection is not mentioned in the Constitution (did they even have indoor plumbing of the non chamber pot variety?), it is considered a state subject unless it affects “commerce”. This can be interpreted either expansively to protect the environment, or Scalialisciously (thank you, the very wonderful Dahlia Lithwick, the only Supreme Court columnist to have her own fan page) to let any one build/dump wherever they please as long as they are not on the banks of the Mississippi! The CWA specifically empowers states to issue permits and it would seem that an successful challenge would really muddy the waters 🙁
Reading Lithwick’s dispatch leaves me to believe that it’s going to be a close call. Justices Scalia and Roberts seem to be finely parsing language and displaying a contemptuous and obviously fake ignorance of watershed hydrology. Hopefully, the center (Kennedy) will hold, He is a “States Rights” kinda guy, though, which is scary. On the other hand, he likes European Law and Europe is the Queen of classic command and control environmental regulation. Help, I can’t stand the suspense, what do the Vegas lines say???! Here are some of the possible consequences of an unfavorable ruling –
Under that topsy-turvy interpretation of the landmark 1972 law, more than half of all streams in the United States, as well as one-fifth of all wetlands, would no longer be protected, according to the federal Environmental Protection Agency. And waterways that provide drinking water for more than one in three Americans would be at risk. Nearly 150,000 miles of protected streams in California could be threatened.
The federal government is arguing for the continuation of the CWA, which I guess is some relief, hope they want to win this one.
A guest poster at the oil drum throws a little water over cellulosic ethanol (pouring a little water over scotch – good, over raging hype machines, even better).
What’s the moral in all of this? If corn ethanol is marginal on an energy returned on energy invested (EROEI) basis, it is very difficult to argue that biomass grown to make ethanol will be any better. To be blunt, if there are concentrated stocks of waste biomass in place, such as at lumber mills, then biomass ethanol probably makes sense. Otherwise, it appears to be more or less equivalent to corn based ethanol – in other words, a wash.
Overall, it’s a good take down. I am always leery about believing farm/agriculture promises because there’s way too much subsidy money involved for people not to have a vested interest in promoting some new plant or the other. Unfortunately, I know nothing about farming 🙁 , so I can’t judge his assumptions.

A study by the Alberta Research Council that investigated the plume of contaminants emanating from a Canadian oil refinery using high-tech sniffing equipment found the facility dramatically underestimated its releases of dangerous air pollutants.The refinery, which wasn’t identified but is believed to be in Alberta, released 19 times more cancer-causing benzene than it reported under Environment Canada disclosure regulations, about 15 times more smog-causing volatile organic compounds, and nine times more methane, a greenhouse gas, according to the study.The testing is believed to be the first at a North American refinery using the sophisticated technology relying on lasers, and is considered state-of-the art. The technology, developed by British Petroleum, has been in widespread use in Europe for nearly two decades.

Serious stuff, this. As the report points out, this is old news, here’s a workshop report from the EPA last year about this very issue (no, don’t read it, 303 pages long). Volatile organic compounds are inputs into air pollution models that measure ozone levels. When your local agency tells you that Tuesday is going to be a code orange ozone day, they rely on ozone models such as CMAQ. Now, without proper inputs, you are going to make some serious errors in prediction. These errors are somewhat mitigated by the tuning of these models with measured concentrations. So, there is some error compensation going on within the model.
More importantly, by underestimating fugitive emissions, refineries can reduce their leak monitoring, reporting and mitigation costs. There is also the issue of conflict of interest here. The current technique was developed by the American Petroleum Institute!
Do we expect measurement based techniques to start being used in the US and Canada? One would hope so, but, don’t hold your breath!
