It was a close game. But in the end, the plutocrats prevailed on energy legislation. Yes, fuel economy will go up some, but the push towards renewable energy will have to wait. Even on fuel economy standards, the requirement to incrementally increase standards every year after  getting to 35 mpg by 2020 was dropped.

Well, given the notoriously undemocratic nature of the US senate, progress will be slow.
Senate Adopts an Energy Bill Raising Mileage for Cars – New York Times

The Senate passed a broad energy bill late Thursday that would, among other things, require the first big increase in fuel mileage requirements for passenger cars in more than two decades. The vote, 65 to 27, was a major defeat for car manufacturers, which had fought for a much smaller increase in fuel economy standards and is expected to keep fighting as the House takes up the issue. But Senate Democrats also fell short of their own goals. In a victory for the oil industry, Republican lawmakers successfully blocked a crucial component of the Democratic plan that would have raised taxes on oil companies by about $32 billion and used the money on tax breaks for wind power, solar power, ethanol and other renewable fuels. Republicans also blocked a provision of the legislation that would have required electric utilities to greatly increase the share of power they get from renewable sources of energy. As a result, Senate Democrats had to settle for a bill that calls for a vast expansion of renewable fuels over the next decade — to 36 billion gallons a year of alternatives to gasoline — but does little to actually promote those fuels through tax breaks or other subsidies. The combination of breakthroughs and setbacks highlighted the blocking power of the entrenched industry groups, from oil companies and electric utilities to car manufacturers, that had blanketed Congress in recent days to defend their interests.

    A study by the Alberta Research Council that investigated the plume of contaminants emanating from a Canadian oil refinery using high-tech sniffing equipment found the facility dramatically underestimated its releases of dangerous air pollutants.The refinery, which wasn’t identified but is believed to be in Alberta, released 19 times more cancer-causing benzene than it reported under Environment Canada disclosure regulations, about 15 times more smog-causing volatile organic compounds, and nine times more methane, a greenhouse gas, according to the study.The testing is believed to be the first at a North American refinery using the sophisticated technology relying on lasers, and is considered state-of-the art. The technology, developed by British Petroleum, has been in widespread use in Europe for nearly two decades.

    Serious stuff, this. As the report points out, this is old news, here’s a workshop report from the EPA last year about this very issue (no, don’t read it, 303 pages long). Volatile organic compounds are inputs into air pollution models that measure ozone levels. When your local agency tells you that Tuesday is going to be a code orange ozone day, they rely on ozone models such as CMAQ. Now, without proper inputs, you are going to make some serious errors in prediction. These errors are somewhat mitigated by the tuning of these models with measured concentrations. So, there is some error compensation going on within the model.

    More importantly, by underestimating fugitive emissions, refineries can reduce their leak monitoring, reporting and mitigation costs. There is also the issue of conflict of interest here. The current technique was developed by the American Petroleum Institute!

    Do we expect measurement based techniques to start being used in the US and Canada? One would hope so, but, don’t hold your breath!

  • India makes commercial satellite launch

    The Indian Space Research Organisation (ISRO) on Monday successfully made the first commercial launch of a foreign satellite through the Polar Satellite Launch Vehicle (PSLV-C8). Italian satellite, Agile, weighing 352 kg, was placed in a precise orbit about 550 km above the earth.

    The PSLV also carried an ISRO payload, Advanced Avionics Module (AAM), to establish the next generation computers, navigation, guidance, control and telemetry systems that will be used in future launch vehicles. It weighed 185 kg.

    ISRO Chairman G. Madhavan Nair called the mission “a 100 per cent success” and “a remarkable achievement.”

    He said: “We have made a good entry into the launch business. I hope we will get more and more business opportunities in future. The contract [to launch the Italian satellite] came at a time when there was a complex, competitive environment.”

    Indian space research has always been way ahead of just about any other field, a good indication of the research priorities set in the 1970s. The take home message is that if India throws money and attention at a problem, it does seem to have some success. Now if they can only fix this

  • Climate Change – Killing Trees in Our Neighbourhood

    Well, anyone who says that temperate countries could do with a little warming ought to read this study. Trees are dying at double the usual rate in the last 17 years.

    Warmer temperatures have dramatically increased the rate at which trees in old-growth forests are dying in parts of British Columbia and the western United States, a study says.

    The study, to be published in Friday's edition of the journal Science, found that mortality rates for trees in the old-growth plots in the Pacific Northwest — including parts of southern British Columbia — had doubled in 17 years.

    Forests in California and other states had less dramatic numbers. The interior states — like Arizona, Colorado and Idaho — had tree mortality rates that doubled every 29 years. The mortality rates change incrementally every year, the researchers say.

    “We may only be talking about an annual tree mortality rate changing from 1 per cent a year to 2 per cent a year, an extra tree here and there,” study author Mark Harmon, professor of forest ecology at Oregon State University, said in a statement.

    “But over time a lot of small numbers can add up. The ultimate implications for our forests and environment are huge.”

    The increases in mortality rates are replicated across all trees at every elevation, regardless of species or size.

    The study, which the researchers say is the first of its kind on temperate forests, gathered data on 76 long-term forest plots over a 50-year period for analysis. All of the forest areas studied were at least 200 years old, although individual trees varied in age and size.

    The study controlled for all other variables including the infamous pine beetle, and found that temperature increase was to blame. Why? A 1ºC rise in temperature results in less snow, longer summer and increased drought stress. The effects on any one individual tree would not be significant, but if you look at an entire population, these stresses caused a doubling of mortality.

    Turns out that the fugitive emission of nasty sulfur gases in New York that had Fox News suspecting terrorism for a while may have come from more mundane sources.

    But we haven’t, and we think we can support one of the theories of the odor’s source that has been suggested. Based on our familiarity with the local aquatic environment and regional meteorology, we believe that the odor was caused by gases released from saltwater marshes in the metropolitan area. Let us explain. The intertidal sediments in this region are home to micro-organisms that produce sulfur compounds. When these sediments interact with saltwater that contains low levels of oxygen, gases are released. These gases include hydrogen sulfide and a variety of thiols (like the gas additives thiophane and mercaptan) — all of which have an odor similar to rotten eggs.

    First, there was a low tide in the coastal marshes from roughly 4 a.m. to 6 a.m. Second, we experienced winds from the south and an atmospheric inversion, which created something like a low-lying bubble of air.

    The result of the two factors? The low tide exposed the marsh sediments and hastened the release of sulfur gases into the atmosphere. The inversion trapped the odor close to the groundand the southerly winds then carried it to Lower Manhattan, where it remained until atmospheric conditions changed.

    Our explanation highlights the consequences of excessive nutrient loading and the resulting low oxygen levels in local coastal waters. (By nutrient loading, we mean exposing water to sewage, fertilizer, chemicals or other pollutants.) Of course, these consequences go beyond odor — they kill marsh vegetation, degrade the wider marine habitat and make it unsafe to swim or fish.

    Indeed, so the cause, while natural is not really natural, it is from untreated sewage. New Yorkers, stop blaming New Jersey! Look at yourself!

    Asbestos stays off global dangerous-substance list

    NDP MP Pat Martin said Tuesday the Canadian delegation did not even participate in the discussions this year but got others to work on their behalf instead.

    He accused the Canadians of browbeating developing nations such as India, Pakistan and Vietnam — some of Canada's largest chrysotile customers — into opposing its inclusion on the list.

    "It's not a proud day for our country," said Martin, who attended the convention and spoke by telephone from Rome.

    In case you did not know already, the IPCC is very close to releasing its report on climate change impacts.

    Dr Parry outlined the four areas of the world now thought to be the most vulnerable to climate change. “The arctic, where temperatures are rising fast and ice is melting; sub-Saharan Africa, where dry areas are forecast to get dryer; small islands, because of their inherent lack of capacity to adapt and Asian mega-deltas, where billions of people will be at increased risk of flooding,” he explained. As a result, the most severe impacts will be felt by the world’s poorest countries, the report says. “The poorest of the poor in the world… are going to be the worst hit and are the most vulnerable in terms of impact of climate change,” said IPCC chairman Rajendra Pachauri. Mr Pachauri said those people were also the least equipped to deal with the effects of such changes. Scientists and government officials from more than 100 countries met through the night, trying to agree on the wording of a summary for policy makers. Several delegations, including the US, Saudi Arabia, China and India, had asked for the final version to reflect less certainty than the draft.

    The U.S objected to the contention that climate change would cause severe economic damage in the United States, China wanted to reduce the certainty applied to these changes, and I have no idea what India would object to, since it stands to lose a great deal. But as usual, the  people who have the most to lose are not the ones doing the negotiating, so I guess that is to be expected.
