Senate 1, Plutocrats 2

It was a close game. But in the end, the plutocrats prevailed on energy legislation. Yes, fuel economy will go up some, but the push towards renewable energy will have to wait. Even on fuel economy standards, the requirement to incrementally increase standards every year after  getting to 35 mpg by 2020 was dropped.

Well, given the notoriously undemocratic nature of the US senate, progress will be slow.
Senate Adopts an Energy Bill Raising Mileage for Cars – New York Times

The Senate passed a broad energy bill late Thursday that would, among other things, require the first big increase in fuel mileage requirements for passenger cars in more than two decades. The vote, 65 to 27, was a major defeat for car manufacturers, which had fought for a much smaller increase in fuel economy standards and is expected to keep fighting as the House takes up the issue. But Senate Democrats also fell short of their own goals. In a victory for the oil industry, Republican lawmakers successfully blocked a crucial component of the Democratic plan that would have raised taxes on oil companies by about $32 billion and used the money on tax breaks for wind power, solar power, ethanol and other renewable fuels. Republicans also blocked a provision of the legislation that would have required electric utilities to greatly increase the share of power they get from renewable sources of energy. As a result, Senate Democrats had to settle for a bill that calls for a vast expansion of renewable fuels over the next decade — to 36 billion gallons a year of alternatives to gasoline — but does little to actually promote those fuels through tax breaks or other subsidies. The combination of breakthroughs and setbacks highlighted the blocking power of the entrenched industry groups, from oil companies and electric utilities to car manufacturers, that had blanketed Congress in recent days to defend their interests.

    Monday: Snuffed Out? — North Carolina Public Radio WUNC

    Looks like House Maj. Leader Hugh Holliman’s smoking ban may be in trouble. The first sign of trouble was that it didn’t come up for a floor vote in the few days following its 9-4 approval in J1 committee. Today, Holliman told NCNN’s Matt Willoughby he’s planning to pull the bill off the calendar when it comes up tomorrow.

    It’s only a matter of time, they can fight it all they want, the smoking bans will pass throughout the country in a a decade or less, that’s a bold prediction!

    Most critics say the legislation goes against private property rights in banning all workplace smoking, regardless of the context. But supporters point out the government has been regulating workplace safety on issues like asbestos for a long time, even on private property. Since secondhand smoke is an environmental toxin, they say, it should be regulated, too.

    As I mentioned in comments on an earlier post, property rights is a catchall rhetorical tool that can defend just about anything, good bad or neutral. So, I am not surprised it is being used here. The obvious counter argument that property rights do not give you the right to pollute is apparently lost on this debate. But this is not really about property rights, is it? It is about protecting the tobacco industry, good old plut-prot-principle!

  • The Harper chill factor

    The crisis over who will be in charge in Ottawa in the new year is making waves at the United Nations climate change conference in Poznan, Poland, with many delegates expressing hope that Prime Minister Stephen Harper will be ousted, a Montreal observer said at the conference.

    “I've had delegates from all over the world coming up to me and asking what is happening in Canada, and frankly, in the vast majority of cases, they are saying they wish the government would fall. The Harper government is not popular here,” said Steven Guilbeault, a representative of Montreal-based Équiterre and one of about 9,000 participants in the 14th annual Conference of the Parties to the United Nations Framework Convention on Climate Change.

    As Canada takes a timeout on installing a more representative government, a quick reminder that Harper’s conservative government is a climate dissembler, denier and liar.

    Friedman, India and Development

    Where Thomas Friedman of the New York Times echoes a blog post of mine from a few months back about cheap cars, development models and India.

    We have no right to tell Indians what cars to make or drive. But we can urge them to think hard about following our model, without a real mass transit alternative in place. Cheap conventional four-wheel cars, which would encourage millions of Indians to give up their two-wheel motor scooters and three-wheel motorized rickshaws, could overwhelm India’s already strained road system, increase its dependence on imported oil and gridlock the country’s megacities.

    Here’s what I had to say…

    Is it necessary that India and China tread the same path as the U.S and Europe? Does India have to make and use cars that are built using technology developed prior to our knowledge of global warming? The same company that gets cautious praise from the Union of Concerned Scientists for its “leadership” role in global warming will turn around and build factories in India that carry the status quo forward for another 30 years. When you’re starting from the foundation, and you know that the plans provided to you will lead to your house crumbling in 20 years, would you use the plans anyway because your contractor provides you with no alternative? The logical answer seems to be no, but is this process logic driven, or enforced by the existing power structure?

    The answer should be “NO!!”. But Friedman goes ahead and offers some sensible suggestions via the very excellent Sunita Narain.

    Charge high prices for parking, charge a proper road tax for driving, deploy free air-conditioned buses that reach every corner of the city, expand the existing beautiful Delhi subway system, “and then let the market work,” she added.

    Good idea. Now, will Friedman turn around and offer the same prescription for the US? Apparently not. If the US cannot kick the car habit, or show other people how to, this kind of lecturing is pointless.

    The biodiesel boom has a high environmental cost, however. Critics say it’s contributing to global warming. Tropical forests help remove millions of tons of carbon dioxide from the atmosphere every year. Burning and clear-cutting not only eliminates one of the planet’s crucial air-filtration systems, the process also releases even more carbon dioxide into the air, in smoke or as gases released during the decomposition of forest waste. Annual clearing of Indonesia’s carbon-rich peatlands alone releases some 1.8 billion tons of greenhouse gases, according to a Greenpeace report. Indonesia is the world’s third largest emitter of greenhouse gases behind the U.S. and China, says the World Bank. “We liken what’s going on [in Indonesia] to pouring petrol on a fire,” says Martin Baker, a Hong Kong–based communications officer for Greenpeace International. “It’s completely ridiculous to produce green fuels from places like this.”

    This just makes we want to jit my head against the wall. Tropical forests are some of the most efficient sinks of carbon, and countries that hold these sinks should be paid as well as countries that are sources of carbon. Yes, this means setting a realistic carbon pricing scheme that can eliminate this perverse incentive to destroy tropical rain forests so Western nations can claim to be environmentally friendly.

    This is not a bribe, or an incentive, it is recognition of the fact that carbon sinks have a monetary value.

    Modelers don’t purposely err on the conservative side, says Marika Holland of the National Center for Atmospheric Research, but some processes “are just not well understood, and because of that have not been incorporated into climate models.” Holland has published model results on the fate of sea ice and coauthored the recent paper showing that ice is melting faster than models predicted. There are many reasons for the underestimates, she says. For example, models don’t fully capture heat transport between ocean and atmosphere, or faster warming as reflective ice gives way to darker, heat-absorbing waters.
    But Rahmstorf says that modelers might unwittingly make models more conservative by applying “one-sided filters”, weeding out models that clearly overestimate the changes seen so far, but hanging onto ones “where everything is too well behaved and stable.”

    Scientists are human too. The political and social climate in the US have been harsh to people who overestimate the effects of climate change. So, modeling scenarios that deviate significantly from accepted limits or runaway uncontrollably are discarded. Models are sets of assumptions based on underlying theory. If the theory of a particular sub-process is not clearly understood, then the assumptions become subjective. In a social climate that is waiting to pounce on an overestimate as example of negating the entire global warming phenomenon, assumptions made are conservative. This is not necessarily a bad thing, but it comes at a price! As more observations come in, it does become clear that sometimes, things are happening faster and at greater magnitudes than our model predicted.

    So, when someone says something that is refuted rather indisputably by one of their agencies, maybe a retraction is in order? I won’t hold my breath, but this is good news. Region-specific pollution problems require and demand region-specific solutions. It is as “Boutique” as saying you have to vacuum a carpet and sweep a wooden floor. But, as we all know, the first step to vilifying something is to give it a French appellation.

    “Boutique” gasoline blends to help states meet clean air rules are not a factor in higher prices as President Bush has suggested, says a draft of a study ordered by the White House.

    Although often cited as a reason for volatile gasoline prices, so-called “boutique fuels” have not caused unusual distribution problems or contributed to price increases, the report concludes.

    The review was conducted by a task force headed by the Environmental Protection Agency and involving representatives from the 50 states as well as the Energy and Agriculture departments.
