Senate 1, Plutocrats 2

It was a close game. But in the end, the plutocrats prevailed on energy legislation. Yes, fuel economy will go up some, but the push towards renewable energy will have to wait. Even on fuel economy standards, the requirement to incrementally increase standards every year after  getting to 35 mpg by 2020 was dropped.

Well, given the notoriously undemocratic nature of the US senate, progress will be slow.
Senate Adopts an Energy Bill Raising Mileage for Cars – New York Times

The Senate passed a broad energy bill late Thursday that would, among other things, require the first big increase in fuel mileage requirements for passenger cars in more than two decades. The vote, 65 to 27, was a major defeat for car manufacturers, which had fought for a much smaller increase in fuel economy standards and is expected to keep fighting as the House takes up the issue. But Senate Democrats also fell short of their own goals. In a victory for the oil industry, Republican lawmakers successfully blocked a crucial component of the Democratic plan that would have raised taxes on oil companies by about $32 billion and used the money on tax breaks for wind power, solar power, ethanol and other renewable fuels. Republicans also blocked a provision of the legislation that would have required electric utilities to greatly increase the share of power they get from renewable sources of energy. As a result, Senate Democrats had to settle for a bill that calls for a vast expansion of renewable fuels over the next decade — to 36 billion gallons a year of alternatives to gasoline — but does little to actually promote those fuels through tax breaks or other subsidies. The combination of breakthroughs and setbacks highlighted the blocking power of the entrenched industry groups, from oil companies and electric utilities to car manufacturers, that had blanketed Congress in recent days to defend their interests.

    ScienceDaily: Chemical Quality Of Self-Supplied Domestic Well Water

    Since the water quality of domestic wells is not federally regulated or nationally monitored, this study provides a unique, previously nonexistent perspective on the quality of the self-supplied drinking water resources used by 45 million Americans in the United States. This national reconnaissance study is based on a compilation of existing data from a very large number of wells sampled as part of multiple USGS programs.

    Well water is not held to the same standards as municipal water, which means it is not normally tested for nasties such as arsenic.

    Well (no pun intended!), looky here, but arsenic levels in well water exceed EPA Maximum Contaminant Levels (MCLs) more than 10% of the time. If, and this is a big if, you extrapolate these results to the whole country, as much as 5 million people may be exposed to higher than allowed arsenic levels. Arsenic is a notorious contaminant with an MCL of 0.01 mg/L, down a factor of 5 as of January 2006 due to data that indicates effects at even lower doses.

    If I drank well water, I would get it tested for arsenic.

    Most of the results are from the North East, which means that outside research circles (and behind subscription walls), groundwater arsenic levels could be a significant problem that not too many people are aware of.

    Sea Turtle News o' the day – Global warming edition

    ScienceDaily: Scientists Warn Of Climate Change Risk To Marine Turtles

    North American marine turtles are at risk if global warming occurs at predicted levels, according to scientists from the University of Exeter. An increase in temperatures of just one degree Celsius could completely eliminate the birth of male turtles from some beaches. A rise of three degrees Celsius would lead to extreme levels of infant mortality and declines in nesting beaches across the USA.

    Like a lot of other reptiles, the sex of the hatchling is dependent on nest temperature. Warmer temperatures make female turtles (my mnemonic was hot females!), and even warmer temperatures just kill the eggs. But, I wonder if the turtles would adapt by nesting a little earlier. I don’t think it is yet clear when turtles decide to nest. If it is based on sea temperature, then they would eventually figure it out. This paper from 2004 appears to conclude that loggerheads in Florida do nest earlier than before, so there is hope.

    The onset of spring, noted by the timing of wildlife migratory and breeding behaviors, has been occurring earlier over the past few decades. Here, we examine 15 years of loggerhead sea turtle, Caretta caretta, nesting patterns along a 40.5 km beach on Florida’s Atlantic coast. This small section of beach is considered to be the most important nesting area for this threatened species in the western hemisphere. From 1989 to 2003, the annual number of nests fluctuated between 13 000 and 25 000 without a conspicuous trend; however, based on a regression analysis, the median nesting date became earlier by roughly 10 days. The Julian day of median nesting was significantly correlated with near-shore, May sea surface temperatures that warmed an average of 0.8°C over this period. This marine example from warm temperate/subtropical waters represents another response of nature to recent climate trends.

    So the truth lies somewhere between easy adaptation and giant swarms of frustrated female turtles!

    Let Cooler Heads Prevail

    Read the column, take a deep breath and marvel at the utter dishonesty. George Will is supposedly one of the less extreme conservative columnists out there. But I guess when it comes to this issue, he has no qualms about misleading, setting up strawmen, and actually lying. I don’t think I can add any to the rebuttal from Progress Report…

    On Sunday, conservative pundit George Will used prime space in the Washington Post and other major papers to suggest that not only is global warming not the result of human activity, but that global warming may not exist at all. There is no evidence to support Will’s claim, so he resorted to distortion.

    WILL SUGGESTS GLOBAL WARMING MIGHT NOT EXIST: George Will notes that global temperatures have risen about one degree over the last 100 years, but that “might be the margin of error when measuring the planet’s temperature.” Embarrassingly, the only support Will provides for this statement is a crude analogy. (“To take a person’s temperature, you put a thermometer in an orifice or under an arm. Taking the temperature of our churning planet, with its tectonic plates sliding around over a molten core, involves limited precision.”) There is not a shred of scientific evidence to support Will’s position that the earth is not warming. Science Magazine analyzed 928 peer-reviewed scientific papers on global warming published between 1993 and 2003. Not a single one challenged the scientific consensus that the earth’s temperature is rising due to human activity.

    LIES, DAMN LIES, AND GEORGE WILL’S CITATIONS: The highlight of Will’s column is a list of citations from the 1970s of publications that purportedly warn of “global cooling.” (Nevermind that, even if it were all true, it does not function as an analytic rebuttal to scientific evidence of global warming caused by human activity.) The first such citation is from a December 1976 edition of Science Magazine which warned of “extensive Northern Hemispheric glaciation.” The use of this quote is outrageously dishonest. First, the article in question deals with variations in the earth’s climate based on variations in the earth’s orbit over periods of 20,000 years or longer. Second, the article explicitly excludes the effect of humans on the climate. (The article states its predictions apply “only to the natural component of future climatic trends — and not to such anthropogenic effects as those due to the burning of fossil fuels.) George Will is clearly counting on the fact that most of his readers will not have access to a 1976 edition of Science Magazine.

    And it goes on to rebut every one of his bromides. Read it! Here’s a media issue that Will brings up:

    About the mystery that vexes ABC — Why have Americans been slow to get in lock step concerning global warming? — perhaps the “problem” is not big oil or big coal, both of which have discovered there is big money to be made from tax breaks and other subsidies justified in the name of combating carbon.

    Perhaps the problem is big crusading journalism.

    Perhaps the problem is utter lack of federal leadership on this issue. To use my favorite “If they can put a man on the moon” line of reasoning, Armstrong did not make it to the moon because a bunch of Americans on the street were “quick to get in lock step concerning the Moon program” (ah, to use Will’s own words). It took a coordinated effort on the part of government to establish clear targets, pump in a lot of money, and marshall the scientific resources towards achieving the target. And this was an engineering problem with a specific target and solution. Deal with the complex, only partly characterized beast that is global climate and even an idiot would conclude that no amount of individual awareness, innovation or market effort is going to be sufficient.

    Dealing with climate change requires a lot of effort on the part of a lot of people, it will require individual ingenuity, sacrifice and market forces, but it starts with the will to do it (and the George Will to not stand in the way!), and the will, as has been the case with many projects in the country starts with federal leadership and the injection of the federal dollar.

    If the president stood up every day and beat the drum about climate change at half the intensity with which he talks about “Exporting Democracy”, most people would listen and get in “lock step”. In this respect I guess we live in an idea monarchy! It has everything to do with who’s doing the convincing!

    The folks at RealClimate rebutted this very same comment from Will in December 2004, so this is an old, recycled lie. When will these pundits realize that in this day and age of a million fact checkers and gotcha people, you can’t really get way with this kind of BS. On the other hand, I guess he does not care.

  • Terrorism in Bangalore and Ahmedabad

    For the second time in two days, small explosions rocked an Indian city, this time in Ahmedabad on Saturday evening, killing at least 29 people. The Indian government said cities across the country had been put on alert for similar attacks.

    It’s sad, and clearly a deliberate attempt to frighten people and politicians into extremism. After all, nothing like escalating the tension and provoking the BJP government into an over-reaction. It did work before in Gujarat. And on the 25th anniversary of the Anti Tamil Pogroms in Sri Lanka, a frightening reminder that in general, state sponsored retribution acts as a force multiplier of huge proportions. Terrorist groups know this, and as anyone American or otherwise knows, 9/11 worked as the perfect force multiplier to get the Americans to widen the conflict and add more fuel to the fire.

    It’s burning well now. The last few terrorists attacks in India have not resulted in escalation of violence. But how much longer can this situation last? Things are crazy and lawless on the Durand Line and though not as well known, Bangladesh is another safe haven for “insurgents”.

    India is surrounded by turmoil and it is a testament to the resilience of the population that life goes on without much fear.

    You breathe in toxic chemicals too.

    Behind a frigging pay wall, as usual! Kelly et al. argue in Science that hydrophobicity, the tendency to favor oil over water (to break it down to the simplest explanation) is not the only factor that explains biomagnification. The underlying theory used to be that compounds that can dissolve in water would swiftly degrade (either chemically or biologically) and not be of any concern to humans. Compounds like dioxins, PCB’s, DDT, etc. accumulated in fat tissue of aquatic animals and these were the compounds that would biomagnify through ingestion (eating!). Kelly et al. uncover another pathway that probably made every scientist go “D’uh”! – Apparently, chemicals animals breathe in can also bioaccumulate if they are not cleared efficiently by the lungs. So, air breathing cows, chickens and pigs can also cause significant bioaccumulation of certain compounds. Which ones? I guess you’ll have to pay to find out more, but this Scientific American article adds some context. Turns out, it is about 10000 chemicals, not all of them known to be harmful, but because they were never suspect, their metabolism is unknown.

    Well, if anything, it will keep the biomonitoring folks busy for a while!

    Global regulators of commercial chemicals apply a scientific paradigm that relates the biomagnification potential of the chemical in food webs to the chemical’s hydrophobicity. However, Kelly et al. (p. 236; see the news story by Kaiser) show that current methods fail to recognize the food web biomagnification potential of certain chemicals. Certain chemicals do not biomagnify in most aquatic food chains, but biomagnify to a high degree in air-breathing animals, including humans, because of low respiratory elimination. Thus, additional criteria for evaluating biomagnification and toxicity in chemicals that biomagnify are required.

    India at 60 – A Public Health Perspective

    Well, at least I don’t have to take part in endless parades and listen to speeches any more. But India turned 60 today, and the head of the Indian public health foundation takes stock, and it is sobering.

    Recent health indicators in India are a cause for both celebration and concern. While life expectancy at birth has risen to 63 years, infant mortality rate (IMR) and maternal mortality rate (MMR) are still at unacceptably high levels (57 per 1000 and 301 per 100,000 live births respectively). There is widespread disparity among States with Kerala being the star performer. Within States, the rural areas are way behind the urban segments. Even as our economy has grown rapidly, the nutritional status of children has remained stunted, suggesting that wide income disparities are preventing the poor from becoming the beneficiaries of growth.

    There is reason enough to celebrate many things happening in India right now. But there are failures as well, which need urgent attention. For example, there is still widespread undernourishment in general and child undernutrition in particular–at a shocking level. The failures include, quite notably, the astonishing neglect of elementary education in India, with a quarter of the population–and indeed half the women–still illiterate.

    The average life expectancy in India is still low (below 64) and infant mortality very high (58 per 1,000 live births). It is certainly true that India has narrowed the shortfall behind China in these areas–that is, in life expectancy and infant mortality–but there is still some distance to go for the country as a whole. The problems are gigantic in some of the more “backward” states like Bihar and Uttar Pradesh. And yet there are other states in which the Indian numbers are similar to China’s.

    If India has to overcome these failures, it has to spend much more money on expanding the social infrastructure, particularly school education and basic health care. It also needs to spend much more in building up a larger physical infrastructure, including more roads, more power supplies and more water. In some of these, the private sector can help. But a lot more has to be spent on public services themselves, in addition to improving the system of delivery of these services, with more attention paid to incentives and disciplines, and better cooperation with the unions, consumer groups and other involved parties.
