Canada loves asbestos (in third world lungs)

In a normal world, when something is severely restricted in your country, you would not export it to another country under the pretense that used under certain, very restricted conditions, your product only causes a moderate increase in cancer.

While the federal government projects an image of being a helpful, international Boy Scout on issues ranging from peacekeeping to nuclear proliferation, Canada has a peculiar relationship to asbestos.

But we don’t live in a normal world, because asbestos is exported from Canada to India where it is added to cement.

Tushar Joshi, a noted New Delhi occupational health expert, is flabbergasted over asbestos sales by a country of Canada’s stature. “As a developed country, you expect more civilized behaviour,” Dr. Joshi says. Canada’s activities are “beyond comprehension,” he adds, calling Ottawa’s promotion of asbestos “a black spot on a sparkling white dress.”

yes, well said. It is very mysterious that asbestos use in India went up in the 1980s just as evidence about its incredibly destructive effects on respiratory systems had curtailed use in most of the first world. Clearly, third world lungs are not as important as Canadian lungs.

Asbestos is one area where Canada lags even behind the US. And Canada’s environmental practices are going to come under increasing scrutiny as climate change unfreezes the great white North and exposes the resources underneath.

Canada, the world is watching.

    The gubernator (and the Rellegator?? We need a nickname for her!) do not mince words in expressing their displeasure at the federal government putting roadblocks on state efforts to combat climate change.

    It’s bad enough that the federal government has yet to take the threat of global warming seriously, but it borders on malfeasance for it to block the efforts of states such as California and Connecticut that are trying to protect the public’s health and welfare.

    California, Connecticut and 10 other states are poised to enact tailpipe emissions standards — tougher than existing federal requirements — that would cut greenhouse gas emissions from cars, light trucks and sport-utility vehicles by 392 million metric tons by the year 2020, the equivalent to taking 74 million of today’s cars off the road for an entire year.

    Yet for the past 16 months, the Environmental Protection Agency has refused to give us permission to do so.

    Even after the Supreme Court ruled in our favor last month, the federal government continues to stand in our way.

    Another discouraging sign came just last week, when President Bush issued an executive order to give federal agencies until the end of 2008 to continue studying the threat of greenhouse gas emissions and determine what can be done about them.

    To us, that again sounds like more of the same inaction and denial, and it is unconscionable.

    Well, the OP-ED says everything that needs to be said. The emperor pretends to forget that even market-based policies (the emperor’s preference) to mitigate climate change need rules, and rules for global warming, which is a global problem, are better off set at the global level. If we cannot get a worldwide agreement together, at least a country wide effort. The emperor has repeated over and over again that he will not pass any regulation in the recent future. So, at least the states are trying, see RGGI for the NorthEast and the West coast. Of course, the emperor is delaying, and denying all he can, yes, it is his responsibility, he is the decider, his administration does what he tells them to do, so there’s no sense in putting anything less than full responsibility on his shoulder.

    California, Connecticut and a host of like-minded states are proving that you can protect the environment and the economy simultaneously.

    It’s high time the federal government becomes our partner or gets out of the way.

    She has had cervical polyps. Another of her daughters, Holt-Orsted’s sister, has had colon polyps. Three of Holt-Orsted’s cousins have had cancer. Her aunt next door has had cancer. Her aunt across the street has had chemotherapy for a bone disease. Her uncle died of Hodgkin’s disease. Her daughter, 12-year-old Jasmine, has a speech defect.

    They believe trichloroethylene, or TCE, is to blame for it all. The carcinogen leaked from the county landfill, just 500 feet away, and contaminated the Holts’ well water. That fact is undisputed. For years, the family drank that water, bathed in that water, cooked in that water — and had no clue that it might harm them.

    In that box, she found letters and documents indicating that Tennessee environmental and water officials had concerns about the possibility of TCE appearing in the Holt’s well water as early as 1988. The Holts’ well was left untested for nine years while TCE problems in the wells of white families were tended to with haste, the records showed.

    Meanwhile, the toxin also showed up at high levels in a spring and several wells in 1993 and 1994. The white families at those sites were immediately told to stop using the water. And tests were conducted repeatedly all around the landfill — but not at the Holt well.

  • EPA Calls for End to Releases of Chemical in Teflon Process

    In a rare move to phase out a widely used industrial compound, the Environmental Protection Agency announced Wednesday that it was asking all U.S. companies to virtually eliminate public exposure to a toxic chemical used to make Teflon cookware and thousands of other products.

    EPA’s system of regulating chemicals leads to some really perverse incentives. The burden of proof shifts to the EPA to prove beyond reasonable doubt that a chemical has definite harmful effects on humans at ambient exposure levels. So the preferred route has been for the EPA to “suggest” to the companies to participate in a voluntary phaseout.

    No one knows how the chemical is getting into people’s bloodstreams and in the bodies of polar bears and other animals. Although it is used in production of cookware, it is not found in the cookware, clothing and other fluoropolymers after manufacture.

    Well, not quite. This from a paper published in the Environmental Science and Technology on January the 25th.

    Polyfluorinated telomer alcohols and sulfonamides are classes of compounds recently identified as precursor molecules to the perfluorinated acids detected in the environment. Despite the detection and quantification of these volatile compounds in the atmosphere, their sources remain unknown. Both classes of compounds are used in the synthesis of various fluorosurfactants and incorporated in polymeric materials used extensively in the carpet, textile, and paper industries. This study has identified the presence of residual unbound fluoro telomer alcohols (FTOHs) in varying chain lengths (C6-C14) in several commercially available and industrially applied polymeric and surfactant materials…

    This study suggests that elimination or reduction of these residual alcohols from all marketed fluorinated polymers and fluorosurfactants is key in reducing the prevalence of perfluorinated acids formed in the environment.

    Well, that explains it a little better, this article from ES&T provides a nice executive summary like context.

    An emerging theory that explains how PFOA (perfluorooctanoic acid) and other PFCAs (perfluorocarboxylic acids) have contaminated the Arctic has received a boost from a new modeling study published in this issue of ES&T (pp 924–930). The theory contends that Arctic contamination is due to atmospheric transport and breakdown of fluorotelomer alcohols, chemicals that are used in products that include stain protectors, microwave-popcorn bags, fast-food wrappers, polishes, and paints.

    Well, it sure looks like we need to focus much more on the PFOA precursors rather than on the PFOA itself. Dupont and 3M are not going to be happy about that!

  • BC's Carbon Tax Chugs Along

    Premier Gordon Campbell says he won’t bend to northern concerns about his carbon tax, but avoided saying so yesterday in a keynote speech to a meeting of northern B.C. communities, who have challenged him to revise the tax.

    One of the loudest arguments being made against BC’s pioneering carbon tax proposal is that communities in Northern BC, much colder and much more rural than Vancouver and Victoria, will pay an “unfair” share because they need more carbon to heat their homes and drive their cars/trucks longer distances. The weather and lack of density ensure that they will pay higher carbon taxes, so it is unfair.

    Well, sorry! Victoria and Vancouver have been paying a fair weather premium for years in higher home prices, higher property taxes, higher prices on lots of things because that’s what city dwellers do without complaint. You can buy an average single family home in Prince George for $125,000, which may get you a garage in Vancouver!

    Cities are more efficient, and use far less energy per capita because of the density and transit options. Pricing carbon starts bringing some of these efficiencies to the forefront and that is a good thing.

    BC’s carbon tax is not perfect by any means. But, it is a start and it gets people thinking about consumption. Believe me, carbon’s on a lot of people’s minds here in BC. There’s tons of talk about carbon sinks and sources in the media. The carbon tax has definitely contributed to an increase in conversation about choices and their consequences. The funny thing is that the proposed carbon tax on gasoline has been dwarfed by actual market driven increases in gasoline prices. The important difference is that a carbon tax is a revenue stream that goes to funding carbon free energy sources. So, a tax, however small, is still preferable to the profits going to companies that deal in carbon.

    Hurray for BC and its carbon tax attempts. It is a decent start and one that I hope will be adopted by the rest of Canada and that wee country south of the border!

  • 'Shocking' conditions at Kenya dump

    As part of blog action day, today’s a day when every blog features a post about the environment. Turns out that this is an environmental blog where most of the posts are about the environment. But nothing like a deadline for a noble cause to make me blog, so here goes…

    What the rich use and throw away, the poor are reduced to scavenging to earn a meager living. Yes, while climate change rightly takes up a lot of attention, more mundane problems including landfills in poor communities, the export of waste from the first world to the third world, and the “shocking” poverty that drives this export of waste all deserve their fair share of attention.

    “Willis Ochieng, 10, scavenges through smoking refuse piled as high as a house at one of Africa’s biggest rubbish mountains, his friends sitting nearby sucking on dirty plastic bottles of noxious yellow glue.

    Located near slums in the east of the Kenyan capital Nairobi, the open dump receives some 2,000 tons of garbage daily. A U.N. study published on Friday says it is seriously harming the health of children and polluting the city.”

    And boy, do the people there suffer. Asthma, anemia, high levels of lead in the blood, chronic cough, and a smorgasbord of other acute and chronic conditions.

    This dump is not alone, of course. Landfills are a feature of every country, and in my current home state of North Caroiina, are located with disproportionate frequency in African American communities. the free market advocate would say that this represents an opportunity for the people in the community to gain some employment and make some money. The truth of the matter, however, is that we do not pay the right price for waste generation. The people who live near, and make a living off the “dump” subsidize our profligate selves.

  • Great News, but Innovative, Really?

    The “innovation” in this approach is not scientific, but economic.

    Improvements they devise to the molecular structure of an existing, expensive drug turn it technically into a new medicine that is no longer under a 20-year patent to a multinational drug company and can be made and sold cheaply. The process has the potential to undermine the monopoly of the big drug companies and bring cheaper drugs not only to poor countries but back to the UK.

    Okay, I may be missing something here, but this is not a scientifically innovative strategy. They are called Me-Too drugs. Pharma has been doing this for years. Read this article in the Stanford Medicine Magazine about exactly how this is done.

    Nexium illustrates the drug makers’ strategy. Many chemicals come in two versions, each a mirror image of the other: an L-isomer and an R-isomer. (The “L” is for left, the “R” is for right.) Nexium’s predecessor Prilosec is a mixture of both isomers. When Prilosec’s patent expired in 2001, the drug maker was ready with Nexium, which contains only the L-isomer.

    Is Nexium better? So far,

    there’s no convincing evidence that it is, says Stanford drug industry watcher Randall Stafford, MD, PhD.

    This is a well known and well used strategy. The Government Accounting Office (GAO) recently released a study which concluded that 68% of all drugs developed in the US between 1993 and 2004 were Me-Toos.

    So, what is “innovative” and “revolutionary” about this approach is that non-profits are driving the drug development. By outsourcing the entire clinical trial to India, substantial savings are to be had. By not having to fund the US shareholders’ need for huge profits, enormous company overhead, high salaries, multi million dollar executive bonuses and marketing expenses that US/European pharma require, cost savings are potentially huge.

    The downside? Well, unless the studies are run according to US/EU GLP/GMP guidelines, data quality, and therefore, drug safety can be suspect. The pedigree of the people involved in this effort makes it unlikely that the data is going to be suspect. If their ultimate aim is to sell these drugs in England, then they will have to meet the most stringent standards available.

    Of course, these drugs will never hit the US of A. I can already hear the fear mongering, the safety doubts being raised, the “terrorists may get their hands on your pill” bogey, etc. But, Americans can afford to pay for their drugs more than your average Indian suffering from Hepatitis C can. Once the already teetering (by first world standards, of course!) healthcare system in the US gets closer to collapse (by first world standards, of course!), some of these “innovations” will become more viable in this most reactionary of countries.

    I hope this model is proven to be viable.
