A bit of good news – India and Wind Energy

Some numbers for comparison: The U.S has about 14,000 MW of installed capacity with 5,000 more on the way. This represents about 1.4% of the > 1 million MW of installed capacity. At least when it comes to one of the cheapest and cleanest forms of renewable energy, India is ahead of the US as far as its renewable energy portfolio goes!

Wind energy in the US has been stymied by objections over the aesthetics of wind turbines. But the American Wind Energy Association has this guide on mitigating buttfugliness issues, including such helpful hints as “do not advertise on your tower, or paint it flaming orange!”

    The real terrorist: Pollution

    It is true. A staggering number of people die every year due to lack of access to clean water, air or food. Aggregate statistics like these are a good way to summarize the humongous nature of the problem. While reams and reams of coverage and attention are focused on “terrorists”, people all around the world die of much more mundane causes such as bacteria in water, smog, poverty, starvation, malnourishment, etc.

    About 40 percent of deaths worldwide are caused by water, air and soil pollution, concludes a Cornell researcher. Such environmental degradation, coupled with the growth in world population, are major causes behind the rapid increase in human diseases, which the World Health Organization has recently reported. Both factors contribute to the malnourishment and disease susceptibility of 3.7 billion people, he says.

    Sunita Narain on the Tata Nano

    nano.jpg Unless you have been living under a rock recently (hey, nice way to start a blog post, insult your reader(s)), you must have heard of the Tata Nano, the much ballyhooed cheapest car ever built. People ask me (after all, I am Indian and pretend to know a lot about the environment) what I think of the Nano. Well, it’s hard to summarize in an elevator pitch. Obviously, given the state of public transportation in the cities, people want private vehicles to travel in, more convenient, fewer people to jostle against, etc. People previously riding scooters and motorcycles (and carrying entire families in a two wheeler) would prefer this car. But, traffic’s going to get worse, and cars occupy a lot of road space while not carrying that many people.

    Anyway, my thoughts aside, Sunita Narain (one of India’s most famous environmental activists) and director of  The Center for Science and Environment (India’s most active Environmental NGO) writes one of her typically insightful editorials in Down to Earth, the CSE’s flagship publication.

    Let’s take the ‘affordability’ question first. The fact is that cars—small or big—are heavily subsidized. The problem is that when economists (including those who run the government) fret and fume about mounting subsidy bills, they think of farmers—fertilizer, electricity and food—not our cars. But subsidy is what they unquestionably get.The subsidy begins with the manufacture of cars. When we read about the Singur farmers’ struggle to stop government from acquiring their land for the Tata car factory we don’t join the dots. We don’t see this as the first big subsidy to motorization. The fact is, in Singur the manufacturer got cheap land, interest-free capital and perhaps other concessions—the Left Front government in West Bengal never made public full details of its attractive package. This brought down the cost of production and allowed the manufacturer to price the Nano at Rs 1 lakh

    All very true. Cars are heavily subsidized, taxation, parking, you name it, money quote…

    Since cars take up over 75 per cent of the road space, even though they move less than 20 per cent of the people, it is obvious whom this expenditure benefits the most.

    Yes, cars are not a very efficient way to move people, they’re convenient because Indian cities are not being planned to prioritize public transport that is convenient, safe and clean. India’s  per capita income (nominal) is about a $1000 per year and the nano, even in its cheapest form, is about 3 years worth of the average income. So, your average Indian, even if she lives in a city and makes twice this average, will not buy this car. So, she’s stuck on the bus which crawls ever so slowly due to all these nanos flitting about. Or, she’s on a scooter/bike facing ever increasing pollution due to these cars and risking life and limb as traffic pushes vehicles closer and closer together.

    But of course, this seems to be the pattern of development and optimists will argue that at some point in time, the infrastructure will catch up to the point that there will be room for all these cars and money for all the people to buy all these cars. But as Ms. Narain points out, 20% of Delhi is already covered with roads (hard to get that number in context though, I have no idea what percent of NYC is road covered, for instance!), so finding room to build more roads is going to be hard.

    Something’s gotta give, I don’t know what!

  • Terrorist attack on Mumbai Rail System

    IBNLive : SEVEN BLASTS ROCK MUMBAI, 80 FEARED DEAD

    New Delhi: Seven major explosions rocked Mumbai on Tuesday. The serial blasts occurred at Borivili, Khar, Meera Road, Matunga, Jogeshwari, Bhayander railway stations and a seventh on the Khar-Santacruz subway. Maharashtra DGP P S Pasricha said 70 to 80 people have been killed in the blasts. Maharashtra Chief Minister Vilasrao Deshmukh said he believed that over 300 people have been injured in the serial blasts.

    Why India is a Prominent Global Warming Sceptic

    India’s labour intensive car industry has become a tremendous job creator and as such a crucial driver of economic growth.

    Already, some 10 million people are working in factories across India – making cars and motorcycles, tractors and trucks – or in sales and service centres.

    And their numbers are set to swell.

    By 2016, the automotive industry should have created employment for 25 million people in India, according to government predictions, set out in its Automotive Mission Plan.

    I realize that India has a loooooooooooooong way to go before it catches up with the US and the rest of the developed world as far as per capita heat-trapping emissions are concerned. I also admit that infrastructure development, job creation, manufacturing prowess, etc., are critical for India in order to mitigate its soul crushingly large poverty and development issues. But, by putting so much emphasis on conventional car technology, and putting so many more CO2 emitting monsters on the road, India is putting itself in a position of playing the development vs. environment game.

    Is it necessary that India and China tread the same path as the U.S and Europe? Does India have to make and use cars that are built using technology developed prior to our knowledge of global warming? The same company that gets cautious praise from the Union of Concerned Scientists for its “leadership” role in global warming will turn around and build factories in India that carry the status quo forward for another 30 years. When you’re starting from the foundation, and you know that the plans provided to you will lead to your house crumbling in 20 years, would you use the plans anyway because your contractor provides you with no alternative? The logical answer seems to be no, but is this process logic driven, or enforced by the existing power structure?

    The vehicle industry is entrenched in the US and therefore, resistant to change. It is understandable, not optimal, not desirable, shortsighted, etc., but understandable. Change requires effort, and a lot of the time, the effort is motivated by external factors, such as strict regulation. Without these external factors, it is very easy to keep chugging along merrily.

    But, does India have to make the same mistakes? Does India have a choice here? I am afraid not. The pressure to build infrastructure quickly leads India to seek foreign investment and the investment will only come in the way of companies like Ford. And Ford will do exactly what it needs to do to make money in the short term (apparently, they’re not very good at that either!).

    What is the answer? The developed countries have to pass legislation that pretty much forces the car companies’ hand. Strict increases in fuel economy standards, tightening of loopholes, and strict enforcement are all required. As this UCS report shows, fuel efficiency improvements of up to 40% are possible using run of the mill technology (as in, no hybrids, no electrics, nothing). But this is not sufficient. While the US market is focused enough that the highest regulation (California) pretty much drives the market, will car companies simply make a set of third world cars and a set of first world cars?

    There’s clearly another piece to the puzzle, encouraging technology transfer of the most carbon efficient technologies to emerging markets so that they can build infrastructure correctly, using current knowledge instead of following the only blueprint currently available to them. Yes, this hits upon intellectual property issues at times, but when your village is being submerged by the sea, intellectual property needs to take a back seat. This technology transfer needs to happen either through incentives (tax breaks, non-profit/UN funding), or disincentives (carbon taxes, etc.). the Kyoto Protocol does have some technology transfer programs built in, but without the participation of the US, the protocol is not going to work.

    Do I see any of this happening? Not really, so I guess we’re stuck with recycled global warming denialism like this one from one of India’s prominent columnists.

    Almost as soon as the Kyoto Protocol on global warming came into effect on February 15, Kashmir suffered the highest snowfall in three decades with over 150 killed, and Mumbai recorded the lowest temperature in 40 years. Had temperatures been the highest for decades, newspapers would have declared this was proof of global warming. But whenever temperatures drop, the press keeps quiet.

    Yes, the country that produces great intellectuals has come down to this. But, this is the prevailing wind in India. As a country, it has swallowed the American line on development being at odds with the environment. As a country, it is poised to greatly increase its heat-trapping emissions and fight vigorously, any efforts to restrict its emissions. India is right in most ways, its per capita energy consumption is miniscule. It already only uses half the energy per dollar of GDP that the US uses (of course, this is at the expense of quality of life for millions). So, any attempts at pointing fingers at China and India are irresponsible. But, that is the past. Looking forward, every country needs to use the most efficient technologies possible, and this Ford factory driven development model ain’t gonna work.

  • Bomb blasts kill 30 in Hyderabad

    Happens too depressingly often in India. There’s just too many people around, it’s very easy to hide,  counter-surveillance by police/intelligence agencies is lacking. Hopefully, it won’t ignite any  more violence, which is all the terrorists are hoping to do.

    In two near-simultaneous terror attacks, at least 32 people were killed and 35 injured in two explosions at a crowded park and a popular eating joint here on Sunday evening, three months after the Mecca Masjid blasts.

    Twenty six people died and 22 wounded when an explosion ripped through Gokul Chat Shop at Kothi locality at around 7.30 pm, Andhra Pradesh Home Minister K Jana Reddy told reporters here.

    Six people, most of them from outside the state, were killed and 13 injured in another blast five minutes earlier in an open air auditorium in Lumbini Park near the state secretariat in the heart of the city when a laser show was on, he said.

    The condition of ten to 15 people in different hospitals of the city was stated to be serious.

    Chief Minister Y S Rajasekhara Reddy and Police Commissioner Balwinder Singh, who both visited the blast sites, said it appeared to be a terrorist act.

    A red alert was sounded across the twin cities of Hyderabad and Secunderabad and neighbouring Karnataka and the national capital Delhi in the wake of the blasts.

    Senior police and central intelligence officials indicated that the explosives used in today’s well-planned blasts were similar to those employed in Mecca Masjid explosions which claimed 11 lives in May this year.

    Musharraf's Wife to Run for President

    If you have not been following the soap opera that is Pakistani politics in the last month, you should. Between exiling one corrupt ex-prime minister (Nawaz Sharif) while letting another equally corrupt one to return (Benazir Bhutto), it’s quite a sordid tale.

    It now gets worse, with Musharraf’s wife planning to run as a “proxy” candidate, and Nawaz Sharif’s wife trying to do the same, it seems to be a battle of famous wives and mothers.

    Military ruler Pervez Musharraf is all set to do a Lalu on the hapless nation, foisting his wife Sehba as a proxy presidential candidate to get around the constitutional and judicial hurdles he faces. Under a formula hammered out under Uncle Sam’s watchful eyes, Sehba Musharraf will be a cover candidate for Musharraf in the upcoming Presidential poll, with or without Benazir Bhutto running for Prime Minister. The military government will also allow exiled prime minister Nawaz Sharief’s wife Kulsoom Nawaz to return to Pakistan and run for election if she wishes maintaining that she is not bound by the exile arrangement that has kept her husband and his brother out of the country.

    The “Lalu” reference is to a rather notorious Indian politician, Lalu Prasad Yadav, while mired in corruption charges, put his rather inexperienced wife Rabri Devi in charge of the state he was governing.

    I guess, this is one way for women to get to power, though not the best way, I guess. South Asia has had (to my count) 5 elected women heads of state in the last 40 years. They have all been either daughters or wives of men previously in power. More importantly, they have all proven to be their own people in the end.

    Well, while this is strange and dynastic, it is atleast refreshing that the daughters of famous men find power in South Asia. In most other countries, the monarchy is patrilineal!
