The Navy is not “exempted from compliance with the National Environmental Policy Act” and a court injunction creating a 12 nautical-mile no-sonar zone off Southern California, U.S. District Judge Florence-Marie Cooper wrote in a 36-page decision.

“We disagree with the (exemption) judge’s decision,” White House spokesman Tony Fratto said. “We believe the (exemption) orders are legal and appropriate.”Navy spokeswoman Lt. Cmdr. Cindy Moore said the military was studying the decision.

The president signed a waiver January 15 exempting the Navy and its anti-submarine warfare exercises from a preliminary injunction creating a 12 nautical-mile no-sonar zone off Southern California. The Navy’s attorneys argued in court last week that he was within his legal rights.

There is little doubt that sonar severely disrupts whale communication and can lead to bizarre behavior and decompression sickness. Here’s a video (narrated by Pierce Brosnan, no less!) that sheds some light on this issue.

Apparently, my political prognostication skills are good. Coal state shills senators want to give coal to liquid fuel a $10 billion dollar subsidy loan.

Democrats Propose Loan Plan for Coal Plants – New York Times

As the Senate began debate today on a sprawling bill to reduce oil consumption, top Democrats were circulating a proposal to provide $10 billion in loans for plants that make diesel fuel from coal.

The proposal highlights the horse-trading involving powerful industry groups as Democratic leaders push for legislation that would require higher mileage in cars and a huge increase in the production of renewable fuels made from plants like switchgrass.

Yes, one of the lesser known provisions of these bills would expand renewable energy subsidies to coal.

As mentioned before, U.S lawmakers are losing their collective mind in exchange for lots of money. This is corruption too, you know, at a level that is unfathomable to your average two-bit third world dictator!

Meanwhile, how much money is spent on solar related research? You know, that big ball of wholesome renewable energy. This post on the reality based community blog explains why silicon production for photovoltaic cells is stuck.

The problem for the PV customers for silicon is that they are a fast grower sandwiched between two mature sectors growing roughly in line with the economy. Bulk silicon is used in old-economy alloys and sealants; and while demand for semiconductors grows rapidly in value, their extra capability is crammed onto roughly the same physical volume of raw material. Unfortunately there is no appropriate process for making PV-grade feedstock. Metallurgical-grade silicon, smelted by simple Victorian technology, largely in China, is cheap but too impure to work in solar cells. So you have to use semiconductor grade, which is absurdly over-specified for the purpose and priced to match.

For a long time the PV companies could go to refiners’ back doors like hobos and buy at a discount the seconds, the ingots rated substandard for the real semiconductor customers, but now the demand has shot up so PV has to pay full whack. This is by far the biggest constraint on the future of PV. Making the panels is straightforward : the industry cry – just Google it – is “silicon feedstock”.

People are of course working on finding a specific route to medium-grade silicon at $20 or so a kilo. Whoever gets there first will make a fortune and save the planet like Superman, so it’s an attractive opportunity. The problem was entirely predictable given the relative growth rates. So why didn’t it attract much effort until recently?

I think there has been an institutional market failure. The challenge is out of the technological reach of the bulk silicon people; and the semiconductor refiners have I think been fixated on keeping Intel and company happy, customers who must be insensitive to price and fanatically demanding on quality. A $100 processor might be built on a gram or less of silicon wafer, or 5 cents’ worth – hardly worth worrying about compared to cutting rejection rates for the circuits.

You would think that this geopolitically strategic problem would attract oodles of public research – a money cake like Alice’s with EAT ME “beautifully marked in currants”. Not so.

The EU put €42m into PV research in the €17.5 bn 6th Framework Programme (2002-2006), with one €2.6m programme on silicon feedstock (search for FOXY): the 7th Framework programme hasn’t been approved quite yet, but funding for renewable energy will go up.

The USA, heart of the world semiconductor industry, spends even less. The current DoE programme for PV technology offers $12.5 million over 2-3 years . Searching the DoE site with the keywords “silicon feedstock”, I found precisely one grant awarded – for a princely $99,928.

This is the order of money the US government hands out as charity to cranks. The Pentagon used to support serious gravitational physics with the blue-sky hope of finding antigravity, and apparently funded some antigravity devices – well into the crackpot zone. NASA spent $1.6M between 1996 and 2002 on a similarly starry-eyed “Breakthrough Propulsion Physics” programme, in hopes of a real warp drive. (more)

It’s market failure, and government policy’s job to predict and correct market failures by judicious injections of money and regulation. A fraction of this Hitler subsidy focused towards reducing the cost of high grade silicon production would, as the author of the above post put it, “save the world like Superman”

Meanwhile, Barack (no longer senator of coal) Obama no longer supports Coal-to-Liquid technology. That removes the one black mark (can I say that?) against his advocacy positions. Here’s hoping it is a real back tracking, and not just a reaction to pressure that will be reversed once eyes are turned.

India goes solar

India, of course, gets a lot of sun, it is wasted in the sense that it makes us sweat, causes us to use increasing amounts of electricity for air conditioning, and all in all, is a pain. So, a plan to use that sun to generate solar energy, of course, is very welcome. Solar energy use obviously is not new in India, my best friend growing up had a solar water heater at home (his family business used to make them). Policy has never kept up because there has not been a push, is this one?

The Union Government has finalised the draft for the National Solar Mission. It aims to make India a global leader in solar energy and envisages an installed solar generation capacity of 20,000 MW by 2020, of 1,00,000 MW by 2030 and of 2,00,000 MW by 2050.

The total expected funding from the government for the 30-year period will run to Rs. 85,000 crore to Rs. 105,000 crore. The requirement during the current Five Year Plan is estimated to be Rs. 5,000 crore to Rs. 6,000 crore. It will rise to between Rs. 12,000 crore and Rs. 15,000 crore during the 12th Five Year Plan.

A crore, BTW, is 10 million. India still uses its own number multiplier system for money that goes in 100s, not thousands. So, a 100,000 is a lakh, and a 100 lakhs is a crore. I never understood why this was not changed when the country went metric. Lakhs and crores, of course, are metric, but can get confusing.

The plan will start off by mandating roof top solar panels for government and government owned industry buildings in an attempt to reduce costs by scaling up. It will be followed by mandated solar water heaters for all commercial buildings and apartment complexes, and use of solar panels for all in industrial buildings. All this is supposed to happen in the next three years, which appears to be wildly ambitious.

India is a federal country with delineation of jurisdictions between the central and state governments on regulation. Electricity happens to be on the concurrent list, meaning both the state and central governments can make laws, and the central government’s laws will always preempt the states. However, building appears to be a local government issue, so managing this huge transition could get tricky. They are all supposed to use the same building code, but given the unevenness of local governance, who knows what implementation will look like.

In Phase II, starting 2012, India will go solar thermal. India and Pakistan have 200,000 sq km of the Thar Desert, a typical dry tropical desert with oodles of space and sun. It would be a good place to site all kinds of capacity similar to efforts in North Africa and Spain.

Solar thermal, if combined with the right kind of transmission and storage technology, could power the world in 7000 sq km, so theoretical capacity may not be an issue. Of course, the storage and distribution are key. Molten salt batteries look very promising for solar energy storage and night use.

India’s electricity needs are daunting. This WolframAlpha search provides the following:

We in Canada use more electricity than India for about a billion fewer people. Clearly, if India was as profligate as Canada in energy consumption and got the power it needed to get there from coal, we would all be dead soon. India needs to go solar in a hurry and I am glad the government has released a policy that is more ambitious than the US or Canada. It needs the support and funding to make it happen and I for one will be very happy to see progress in this area. Solar power needs big up front costs and little ongoing costs.

Can Indian industry provide the money needed? We shall see. I am not too worried about the photovoltaic panel parts, they will muddle along in typical patchwork Indian fashion with the quality of governance being the controlling factor in success or failure. It is the capital and political will needed for solar thermal that strikes me as problematic. The coal and mining industries are entrenched in some population (and vote) rich states like Bihar based in the central and north east regions and there could be some big losers if India went away from coal (as it needs to in order to prevent catastrophic climate change) and toward solar thermal, which I assume would come out of Rajasthan (West).

North Carolina to establish birding trail

This is good news, maybe just the ticket to reawaken my long dormant birdwatching predelictions. The money this brings in will doubtless fund the continued existence of wetlands and other endangered habitats.

SWANSBORO – With hundreds of colorful birds already visiting and calling Eastern North Carolina home, the state is encouraging bird lovers to bring their binoculars and billfolds to watch them. The N.C. Birding Trail unveiled this week links dozens of sites long known to birders as packed with rare, popular or threatened species, such as the endangered red-cockaded woodpecker.

But state officials are promoting the trail as nature-themed tourism and hope it will give the financially stressed region an economic boost.Forget the notion of birdwatching as a sedate, nerdy activity. Now hunting and fishing guides are running bird charters and bird-related tourism is worth millions.

“We have people coming here from all over the country,” said John Ennis of Brunswick County, eastern vice president of the Carolina Bird Club. “It’s a great resource.”

When completed, the North Carolina trail will include dozens of places across the state that visitors can reach by car and look for more than 440 species of birds.

The first section, which highlights the coastal region, includes 102 birding sites in 16 groupings east of Interstate 95. A Piedmont trail that will bundle sites between Interstate 95 and Interstate 77 is scheduled to be completed next year with a mountain trail slated after that.

At least 100 sites have already been approved for the Piedmont section with three dozen in the Triangle. Birders will be directed to state and local lands such as Hemlock Bluffs Nature Preserve in Cary, Raleigh’s Lake Johnson Park, Eno River State Park in Orange County and Duke Forest in Durham County.

Salinda Daley, N.C. Birding Trail Coordinator, said that describing the program as a trail causes some misunderstanding because it is not just lines on a map. She said promotional material links spectacular bird watching sites and birders with communities and businesses.

The Harper chill factor

The crisis over who will be in charge in Ottawa in the new year is making waves at the United Nations climate change conference in Poznan, Poland, with many delegates expressing hope that Prime Minister Stephen Harper will be ousted, a Montreal observer said at the conference.

“I've had delegates from all over the world coming up to me and asking what is happening in Canada, and frankly, in the vast majority of cases, they are saying they wish the government would fall. The Harper government is not popular here,” said Steven Guilbeault, a representative of Montreal-based Équiterre and one of about 9,000 participants in the 14th annual Conference of the Parties to the United Nations Framework Convention on Climate Change.

Lead in Paint, why???

1940-11_White_Lead_Paint.JPGThis makes my head explode, once again, science is helpless when faced with inertia, and greed. Lead-based paint has been banned in the US since 1978, and if this story is any indication, we’re still seeing the effects of peeling paint. But this bit of research from the University of Cincinnati suggests that not only is lead-based paint being used in more than half the world, it is actually legal.

Study Supports ‘Urgent’ Need for Worldwide Ban on Lead-Based Paint

Environmental and occupational health experts at the University of Cincinnati (UC) have found that major countries—including India, China and Malaysia—still produce and sell consumer paints with dangerously high lead levels.

Why would anyone need to use lead-based paint when alternatives have been available for the longest time, the health effects of lead, especially on children, are very well known, and there is no @#$%^&*# reason other than greed and unwillingness to change. What is the point of all these years of research if it makes no difference at all to the bulk of the world’s population? Depressing.

Guess what, even if lead-based paint was banned today, it’s still going to be on the walls forever. As the paint peels, kids will be exposed, have lowered IQ, and all other kinds of health issues for as long as that house is standing, which in India could be a 100 years.

Grassroots organizing is probably needed, and if effective, the stuff will be banned in India quickly, the government does move rapidly on these kinds of easy to legislate issues. But, enforcement will be lax, and awareness will lag, which means we are looking at (my rough guess) at least 20 years more of this issue.

Once again, the absence of a ban and its implementation affects the poor and uneducated disproportionately. The way I see it happening in India is

  1. Some grassroots awareness, media stories, etc.
  2. A furore that lasts about a week, before the next big story comes along
  3. Maybe a government action that will “ban” lead-based paint
  4. The middle class and above are now aware that they can use titania based paints, so, a quick change for them.
  5. Everyone else is still stuck with the lead-based paint.

And this does not even begin to address what the US is going through now, aging houses, peeling paint, poor people being exposed to dangerous levels of lead.

The world ain’t very fair…

Solar plant cheaper than conventional plants

Generating clean electricity that's as cheap as power from fossil fuels is the Holy Grail of green-energy companies. A new solar project powering California homes appears to be closing in on that prize.

Sempra Generation, a subsidiary of Sempra Energy in San Diego, just took the wraps off a 10-megawatt solar farm in Nevada. That's small by industry standards, enough to light just 6,400 homes. But the ramifications are potentially huge.

A veteran analyst has calculated that the facility can produce power at a cost of 7.5 cents a kilowatt-hour, less than the 9-cent benchmark for conventional electricity.If that’s so, it marks a milestone that renewable fans have longed for: “grid parity,” in which electricity from the sun, wind or other green sources can meet or beat the price performance of such carbon-based fuels as coal and natural gas.

This is great as long as the math is real. The company has made quite a few changes from conventional solar, including using cadmium telluride as the semiconductor instead of the more expensive polycrystalline silicon and fashioning them into thinner films.

I am not a big fan of unverified claims, especially when so much money is likely to be involved. But the exact number is not important. This installation appears to get close to or greater than grid parity without the externalities of fossil fuel power generation (carbon costs, mercury mitigation, etc.) being accounted for on the “conventional” side.

The future appears to be sunny!

One small, niggling issue, can we stop calling coal “conventional”? Coal comes from the remains of prehistoric plants that made all their biomass by using the sun as a fuel source, got buried way underground, and, after millions of years at high pressure and no oxygen, formed a carbon rich material that if burned, releases a small fraction of the energy that the sun put in it! As such, using the sun directly as a power source is about as conventional as it gets, everything else is 2nd order, derivative and fairly inefficient.
