The U.S Government Department of State Factsheet about child soldiers:

Child soldiering is a unique and severe manifestation of trafficking in persons that involves the recruitment of children through force, fraud, or coercion to be exploited for their labor or to be abused as sex slaves in conflict areas. Government forces, paramilitary organizations, and rebel groups all recruit and utilize child soldiers. UNICEF estimates that more than 300,000 children under 18 are currently being exploited in over 30 armed conflicts worldwide. While the majority of child soldiers are between the ages of 15 and 18, some are as young as 7 or 8 years of age

The two (now) men pictured above were both well under the age of 18 when they were “recruited” by coercion and fraud, one by his father’s brainwashing and the other by strangers. They were both eventually found on battlefields. One has admitted to carrying arms, killing people and burning villages at the age of 13. One is accused of possibly throwing a grenade in a battlefield at the age of 15.

One of them is the author of a highly acclaimed memoir of his time as a child soldier which details his capture, long nightmare of drug induced fighting/killing, and slow and painful, if very inspiring story of rehabilitation. He now lives in Brooklyn, NY and hopes to go to graduate school. While his story has been criticized for not being completely true, most of it is shared by the thousands on other children who are made to fight their elders’ battles.

The other languishes in a cell in a prison well known for its utter disregard for all international law and documented incidence of torture. He has now been there for more than 5 years, where he has been subjected to torture threats, sleep deprivation, solitary confinement, no family visits, and utter disregard for due process.

One of them was successfully rehabilitated by a system that kept faith in him by refusing to judge him for the acts he carried out as a child soldier and slowly helped him get back to some semblance of normality.

The other was betrayed by his country and can never get out because he is imprisoned by the most powerful nation on earth.

It is very easy to point to videos/pictures of kids assembling bombs or setting up land mines and point out that they were responsible for their actions. The hallmark of a mature and civilized country is to apply guiding principles and laws equitably and without regarding popularity. A child soldier cannot be prosecuted for his/her actions, they must be rehabilitated. They will never get back their lost childhood, but they should not pay for their elders’ sins.

Prime Ministers Chretien and Harper both went out of their way to forget the fact that they lead a civilized and mature country. They fudged facts, hid behind walls, trotted out due process and stoked fears of terrorism to keep a child in prison.

Rooting for a 21 year old Muslim son of a known terrorist is not easy, especially when he was captured wounded and accused of killing Americans (the highest crime possible). But, to belabour a point, the hallmark of a mature and civilized country is to apply guiding principles and law without regarding popularity. This kid is being held for alleged actions at the age of 15. Even if he participated in battle and killed people (which apparently is the point of battle, much as I hate it), he was a child!

Will Canada eventually do the right thing? Who knows. I sure hope so. Today’s release of the interrogation video is revealing of the fact that there is a shred of hope and decency in the system. Please watch this kid being “interrogated” by people in power he thought were going to help him “go home”.

You picked up a kid in the battlefield, imprisoned him for several years. In doing so, you committed a crime far worse than what he’s being accused of, child abuse…

“Mr. Khadr faces serious charges. There is a judicial process underway to determine Mr. Khadr’s fate. This should continue,”

    Signalling the end of a major crisis that threatened the continuance of the United Progressive Alliance government, Chief Minister M. Karunanidhi assured External Affairs Minister Pranab Mukherjee that he would not precipitate any crisis over the issue of a ceasefire in the Sri Lankan ethnic conflict, even as the island nation assured India that the safety of Tamils in that country was being taken care of.

    So, what happened? The Indian government reacted to Tamil MPs’ ultimatums and issued a statement expressing “concern”. The Sri Lankan government responded by issuing a statement “reassuring” that Tamils would be taken care of. In the end, nothing appears to have changed, except the rather subtle new perception that there could be an increased Indian involvement in possible negotiations.

    We shall see, having been here before.

  • Canada's Greatest Scientist

    Is apparently someone called Rex Murphy who writes political and social columns for Canada’s premier newspaper, who has done what thousands of scientists all over the world could not do: Solve the issue of global warming by pointing out that Toronto is having a very cool July.

    Now, however, Toronto in July is cool and I am waiting in vain for the lips of just one forecaster to ask how can this be. Waiting just once to hear the familiar phrase “global warming” in a sentence that even hints that the theory behind it is so much more tentative than we have been urged with such fervour to believe.

    It was so easy, the solution was in front of us all this time, why did no other scientist not use the obvious connecting equation: Weather (in one’s hometown in July) = Climate?? Damn, there goes my Nobel. Sometimes, it is that easy!

    Next week on the Globe and Mail: Isee Flaturtha stands on top of a hill, looks all around, can see nothing but flat land for miles and miles, publishes an opinion piece proving that the Earth is flat and excoriating the so called “Round Earth” scientists.

    I am glad that Canada’s best newspaper is open to such great scientific writing. Clearly, Canada’s future is bright.

    NC Primary – Vote for a Non Panderer

    Apparently, there’s a relevant presidential election this time around in my erstwhile home state, woohoo! (Not that it matters to me, when I was living in the States as an alien on parole, I did not have a vote, and I don’t even live there no more, but I follow US politics religiously!). I do have a dog in the fight (okay, references to dog fighting are no longer cool), being an Obama supporter (he’s skinny, brown and intelligent, and his name, he could be me!). He has tried hard, and only occasionally failed in his attempts to not pander, to not go against his broad principles or intelligence (do not get me started on his famous coal fetish). Clinton, on the other hand, is losing her mind, and here’s the end result.

    Senator Hillary Rodham Clinton lined up with Senator John McCain, the presumptive Republican nominee for president, in endorsing a plan to suspend the federal excise tax on gasoline, 18.4 cents a gallon, for the summer travel season. But Senator Barack Obama, Mrs. Clinton’s Democratic rival, spoke out firmly against the proposal, saying it would save consumers little and do nothing to curtail oil consumption and imports

    GasPrices.jpgSo, 18.4 cents a gallon, ai, let’s see, ah, friendly chart of gas prices in North Carolina this MONTH (courtesy Gas Prices) shows the price jumping about 36 cents a gallon, or double this so called tax break. By the time the holiday weekend rolls around, prices would have gone up a little more. What exactly does this accomplish? It fails the first test of not providing meaningful relief to anyone concerned. Most people don’t know that the tax directly funds transportation infrastructure.

    The highway trust fund that the gas tax finances provides money to states and local governments to pay for road and bridge construction, repair and maintenance. Mr. McCain and Mrs. Clinton propose to suspend the tax from Memorial Day to Labor Day, the peak driving season, which would lower tax receipts by roughly $9 billion and potentially cost 300,000 highway construction jobs, according to state highway officials.

    So, take money from the federal government and give it to whom? Here’s a word from Dean Baker, my favorite economist.

    Actually, almost all economists would agree that the tax cut proposed by Senators Clinton and McCain would save consumers nothing. With the supply of gas largely fixed by the capacity of the oil industry (they claim to be running their refineries at full capacity), the price will
    not change in response to the elimination of the tax. The only difference will be that money that used to go to the government in tax revenues will instead go to the oil industry as higher profits.

    So, Hilary Clinton supports the transfer of money from the government to the the oil companies? I don’t think so and she ought to know better, she’s a smart and intelligent woman. So, what gives? Why the pander?

    Of course, she claims that she will make up the funding shortfall by increasing taxes on the oil companies. Who is she kidding here? You think our emperor (yes, he’s still there) will allow any new tax increases on his buddies in the oil industry? He’ll happily veto any such bill that comes his way!

    Note that I did not have to make a single environmental argument about how high gas prices will, in the medium to long run, eventually result in increased fuel efficiency, investments n public transit and hopefully, a shift away from the American (can’t say “our” any more!) car driven model of planning.

    Oh well, at this point in time, everyone’s mind’s made up anyway. Cheers and enjoy your rare meaningful vote.

    Asbestos stays off global dangerous-substance list

    NDP MP Pat Martin said Tuesday the Canadian delegation did not even participate in the discussions this year but got others to work on their behalf instead.

    He accused the Canadians of browbeating developing nations such as India, Pakistan and Vietnam — some of Canada's largest chrysotile customers — into opposing its inclusion on the list.

    "It's not a proud day for our country," said Martin, who attended the convention and spoke by telephone from Rome.

    Canadians can now breathe easy. The government did not even have to oppose a notification officially, other countries did it for them.

  • Canada now has no legitimate government

    Gov. Gen. Michaëlle Jean has granted a request from Stephen Harper to suspend Parliament until late next month, the prime minister announced on Thursday, a move that avoids a confidence vote set for Monday that could have toppled his minority government.

    Following my advice, the Governor General has agreed to prorogue Parliament," Harper said outside Rideau Hall after a two-hour meeting with Jean. When Parliament resumes Jan. 26, the first order of business will be the presentation of a federal budget.

    Funny, when a PM loses the confidence of parliament, it seems patently undemocratic to let him shut down parliament (the only mechanism of governance) for two months so he can pretend to still be a legitimate PM. Holy cow, I can’t imagine something like that happening in India, our president would laugh the PM out of the building if he/she wanted him to suspend parliament for 2 months, then ask him to hold a confidence vote.

    Sad, whatever country I move to eventually becomes a banana republic.

    Health Canada report ties asbestos to lung cancer

    Health Canada sat for more than a year on a report by a panel of international experts that concludes there is a “strong relationship” between lung cancer and chrysotile asbestos mined in Canada.

    Health Canada received the report in March 2008, resisting calls from the panel chairman to release the findings despite his plea last fall that the delay was “an annoying piece of needless government secrecy.”

    Canwest News Service obtained the report under Access to Information legislation, but the request took more than 10 months to process.

    Yes, dog bites man anywhere else except Canada, which has a hard time accepting that it routinely exports products that kill people. The “annoying piece of needless government secrecy” is neither needless or annoying. It protects a dying industry with a few, powerful stakeholders in Quebec, an important swing political province, so there’s need for it! Annoying – your seat “buddy” on the bus yammering on their cellphone, cancer, well, I don’t know, you tell me!

    Expect little to change from this report. It does mention that there is little danger from “Canadian exposure levels”, conveniently forgetting that 90% of the export is to developing countries where there are fewer safeguards. This feeds into the Canadian government line that “chrysotile” is safe if used correctly. If you think this line of reasoning is familiar, it is. The tobacco industry used it routinely till recently.
