In a move that signals the start of the our clean energy future, the Environmental Protection Agency’s Environmental Appeals Board EAB ruled today EPA had no valid reason for refusing to limit from new coal-fired power plants the carbon dioxide emissions that cause global warming. The decision means that all new and proposed coal plants nationwide must go back and address their carbon dioxide emissions.

Bush Administration to enshrine destructive coal mining practice

Rule to Expand Mountaintop Coal Mining – New York Times

The Bush administration is set to issue a regulation on Friday that would enshrine the coal mining practice of mountaintop removal. The technique involves blasting off the tops of mountains and dumping the rubble into valleys and streams.

The journalist who wrote this piece lets some unsupported talking points just slip by. First of all, coal does not solve the US dependence on “foreign oil”. Coal is used for electricity, oil is used for cars, there is little overlap. Secondly, he claims that mountaintop mining is safer. I guess it is safer because it is cheaper to ensure the safety of the miners above ground rather than underground. But, that does not make it inherently safer!

Eastern United States vulnerable to climate change

Time to get out of the Eastern United States? A study to be published in the Proceedings of the National Academies of Science tries to quantify the relative risk of climate change using something called a “socioclimatic” risk factor. As always, the redder the worse. A look at the paper would no doubt be more illuminating, but for some reason, press releases about PNAS papers come out way before the papers actually become public. China is in bright red all the way, India in a rather bright orange. Where I live, the Eastern United States, is a nice beet red. No doubt, the unprecedented drought the South is experiencing right now is a nice big red signal.

Interesting stuff, though the actual paper will tell the story. Any technique that tries to integrate all the complex scientific, social and economic variables of climate change into one number is bound to have a flaw or two. But such a metric is useful for estimating relative risk, as the authors themselves say.

He added that the study does not address the absolute degree of impact or risk.

“This study illustrates exposure of one nation relative to another,” Diffenbaugh said. “Thus, it is important to note that a country low on the relative scale could still face substantial risk.”

Bhutan is a small country nestled in the Himalayas, breathtakingly beautiful and “quaint”. Unfortunately, it’s about to be hit by a truck!

The retreat of Bhutan’s glaciers presents an even more formidable and fundamental challenge to a nation of around 600,000 people, nearly 80 percent of whom live by farming.

Bhutan’s rivers sustain not only the country’s farmers, but also the country’s main industry and export earner — hydro-electric power, mostly sold to neighbouring India.

For a few years, Bhutan’s farmers and its hydro power plants might have more summer melt water than they can use. One day, though, the glaciers may be gone, and the “white gold” upon which the economy depends may dry up.

The threat led the government’s National Environment Commission to a stark conclusion.

“Not only human lives and livelihoods are at risk, but the very backbone of the nation’s economy is at the mercy of climate change hazards,” it wrote in a recent report.

Scientists admit they have little solid data on how Bhutan’s climate is already changing, but say weather patterns are becoming increasingly unpredictable.

Well, as I keep saying, Americans and Europeans will be incovenienced by global climate change, Asians and Africans will die. I don’t have an answer, though, which is depressing on this gray and cloudy Friday morning…

Bush Recess Appointment Threatens Public Protections – Press Room – OMB Watch

2007—President George W. Bush today installed Susan Dudley as White House regulatory czar through a recess appointment. Dudley will now serve in the White House Office of Management and Budget as administrator of the Office of Information and Regulatory Affairs (OIRA).

OIRA is a powerful office responsible for reviewing and approving federal agencies’ most significant regulations. Installing Dudley threatens decades of public health and safety protections; doing so by recess appointment endangers our democratic process.

“Dudley’s record is one of anti-regulatory extremism,” said Rick Melberth, Director of Regulatory Policy at OMB Watch. “She has opposed some of our nation’s most basic environmental, workplace safety and public health protections.”

Dudley has falsely proclaimed ground-level ozone to be beneficial, opposed ergonomic standards to protect workers from repetitive stress disorders, and even suggested that airbags should never have been mandated in automobiles.

The kinds of rollbacks Dudley may push forward could render useless valuable federal laws that have saved countless American lives. OMB Watch and Public Citizen documented Dudley’s anti-regulatory views in a September 2006 report, The Cost Is Too High: How Susan Dudley Threatens Public Protections.

Dudley’s strong ties with the industries she will be regulating pose an obvious conflict of interest. For the three years before her nomination, Dudley directed the Regulatory Studies program at the Mercatus Center — an industry-funded, anti-regulatory think tank. It is likely that industry executives will have unprecedented access to Dudley, while concerned citizens will be increasingly shut out.

UN figures show close to 10 million people die a year in India, where 85 percent of the billion-plus population are Hindus who practice cremation. That leads to the felling of an estimated 50 million trees, leaves behind half a million tonnes of ash and produces eight million tonnes of carbon dioxide each year, according to research by Agarwals Mokshda environmental group.

The solution is to design a much more efficient wood burning stove hence satisfying religious sentiments (have to use wood to burn your body) and save lots of wood.

Agarwal built his first pyre, a raised human-sized brazier under a roof with slats that could be lowered to maintain heat. The elevation allowed air to circulate and feed the fire.

It gets even better…

Mokshda hopes its projects will eventually be registered under the Kyoto Protocol’s clean development mechanism, which encourages green projects in developing countries.

It allows industrialised countries that have committed to reducing emissions of greenhouse gases to count reductions achieved through investments in projects in developing countries towards their undertakings.

Really, we can get carbon credits by improving cremation practices?? That’s creative! Going all electric on the crematorium would obviously be the best thing, but Hindu religious sentiment being what it is, this is an improvement.
