India has proof of the involvement of Pakistan’s Inter-Services Intelligence agency in last week’s terrorist attacks in Mumbai but will not level a public accusation because the ensuing tension in bilateral relations would play into the hands of those responsible for the incidents, authoritative sources claimed here on Thursday.

I call BS. If you have “proof”, loudly announcing to the world that you have proof while saying that sharing this proof will “increase tension” is like your boss telling you “I know you are stealing on the job, but I won’t tell you what I know or how I know it because it will increase the tension”. Right…

Why not just work with the known facts? They are damning enough.

While the officer-character portrayed in the novel concurs with the illogic of its logic, the collective wisdom of the Sri Lankan establishment did not betray signs of any such reasoning. Even assuming it did, the drumbeats of war have numbed its senses to such an extent that Colombo has stopped bothering about the repercussions of its actions.The latest move by the Mahinda Rajapaksa regime is astonishing to say the least as just over a year ago the government was condemned from within and without for a similar action. Besides, it comes at a juncture when the armed forces have driven the LTTE into wilderness in its own heartland and the entire world is lined up behind the government in its war.

    Profiling problem

    More on the Sri Lankan government’s astonishingly appalling treatment of Tamils. Clearly, they do not view Tamils as equal citizens of Sri Lanka. The Sinhalese state bears equal responsibility for Sri Lanka’s problems. I do not know what this sudden increase in pressure from India will do. There is some indication that the Sri Lankan government is paying attention.

    A day after India officially communicated to Colombo the need for a peacefully negotiated political settlement to the Tamil issue in Sri Lanka, President Mahinda Rajapaksa telephoned Prime Minister Manmohan Singh on Saturday to give an assurance that all necessary measures were being taken to ensure the safety and welfare of Tamils in the island nation.

    Very empty and meaningless words. My question is, who will speak for the Tamils in a negotiated settlement. Are there any credible voices for peace on either side of the conflict?

    Sunita Narain on the Tata Nano

    nano.jpg Unless you have been living under a rock recently (hey, nice way to start a blog post, insult your reader(s)), you must have heard of the Tata Nano, the much ballyhooed cheapest car ever built. People ask me (after all, I am Indian and pretend to know a lot about the environment) what I think of the Nano. Well, it’s hard to summarize in an elevator pitch. Obviously, given the state of public transportation in the cities, people want private vehicles to travel in, more convenient, fewer people to jostle against, etc. People previously riding scooters and motorcycles (and carrying entire families in a two wheeler) would prefer this car. But, traffic’s going to get worse, and cars occupy a lot of road space while not carrying that many people.

    Anyway, my thoughts aside, Sunita Narain (one of India’s most famous environmental activists) and director of  The Center for Science and Environment (India’s most active Environmental NGO) writes one of her typically insightful editorials in Down to Earth, the CSE’s flagship publication.

    Let’s take the ‘affordability’ question first. The fact is that cars—small or big—are heavily subsidized. The problem is that when economists (including those who run the government) fret and fume about mounting subsidy bills, they think of farmers—fertilizer, electricity and food—not our cars. But subsidy is what they unquestionably get.The subsidy begins with the manufacture of cars. When we read about the Singur farmers’ struggle to stop government from acquiring their land for the Tata car factory we don’t join the dots. We don’t see this as the first big subsidy to motorization. The fact is, in Singur the manufacturer got cheap land, interest-free capital and perhaps other concessions—the Left Front government in West Bengal never made public full details of its attractive package. This brought down the cost of production and allowed the manufacturer to price the Nano at Rs 1 lakh

    All very true. Cars are heavily subsidized, taxation, parking, you name it, money quote…

    Since cars take up over 75 per cent of the road space, even though they move less than 20 per cent of the people, it is obvious whom this expenditure benefits the most.

    Yes, cars are not a very efficient way to move people, they’re convenient because Indian cities are not being planned to prioritize public transport that is convenient, safe and clean. India’s  per capita income (nominal) is about a $1000 per year and the nano, even in its cheapest form, is about 3 years worth of the average income. So, your average Indian, even if she lives in a city and makes twice this average, will not buy this car. So, she’s stuck on the bus which crawls ever so slowly due to all these nanos flitting about. Or, she’s on a scooter/bike facing ever increasing pollution due to these cars and risking life and limb as traffic pushes vehicles closer and closer together.

    But of course, this seems to be the pattern of development and optimists will argue that at some point in time, the infrastructure will catch up to the point that there will be room for all these cars and money for all the people to buy all these cars. But as Ms. Narain points out, 20% of Delhi is already covered with roads (hard to get that number in context though, I have no idea what percent of NYC is road covered, for instance!), so finding room to build more roads is going to be hard.

    Something’s gotta give, I don’t know what!

  • The glacier melts away in Ladakh

    The enormity of climate change and its impact is on everyone’s lips in this cold desert where over 80 per cent of the farmers depend on the snow melt for their needs. Water is almost a luxury now. There is no authoritative study done so far to estimate the impact of receding glaciers in Ladakh, points out Ms Nisa Khatoon, project officer, of the World Wide Fund for Nature (WWF) in Leh. Scarcity of water has led to people digging bore wells in Leh, which is likely to have an impact on the underwater springs. Ms Khatoon also notes a reduction in pasture lands affecting the migration routes of the Changpas, a nomadic tribe that lives near the lakes in the upper reaches of Ladakh.

    I seem to remember a certain Environment minister claiming that climate change mitigation policies were irresponsible because they would lead to a small drop in GDP growth in his country. If only the people of Ladakh had this luxury. Believers in reincarnation may wish that Mr Prentice be reborn as a farmer in Ladakh circa 2060, but there may not be any farmers in Ladakh come 2050, nor any glaciers, so I guess that would make him a lonely man!

    Monsoon no longer determines India's economic fate?

    The Indian Express has a rather giddy article about monsoons and the economy. It was an article of faith growing up that if/when the monsoon failed on a particular year, the country’s economy would suffer greatly. Apparently, this is not true any more.

    The early arrival of India’s annual monsoon promises good crops and incomes for millions of farmers but economists say the rains no longer hold such a sway over Asia’s third-largest economy as they used to in the past.

    It is true that agricultural now contributes to 22% of the economy as opposed to 38% in 1980. But, this kind of economic cheerleading is foolish. As the article itself admits, 700 million people live off farming related activities. India’s irrigation infrastructure is poor. The crop growing cycles are based primarily on the monsoon rains, their timing, the rain volumes during certain months, etc. You really think that an event that adversely affects 700 million people won’t devastate large swathes of the country?

    Economists place way too emphasis on single macro variables. The relevant variable here is 700 milion!

  • Condoms too big for Indian Men

    This is precisely the kind of story that makes the most emailed list of the bbc news website. It’s got everything, obsession and insecurity about size, snigger potential, the chance to laugh at a whole race of not so well endowed men, etc!

    The study found that more than half of the men measured had penises that were shorter than international standards for condoms. It has led to a call for condoms of mixed sizes to be made more widely available in India. The two-year study was carried out by the Indian Council of Medical Research. Over 1,200 volunteers from the length and breadth of the country had their penises measured precisely, down to the last millimetre.

    The story does everything except tell you what the average length was and what the average condom length is, I guess they wanted to spare the blushes.

    But this is the priceless part of the article…

    But Indian men need not be concerned about measuring up internationally according to Sunil Mehra, the former editor of the Indian version of the men’s magazine Maxim. “It’s not size, it’s what you do with it that matters,” he said. From our population, the evidence is Indians are doing pretty well.

    No, really! You don’t say!

    All joking aside, an ill fitting condom is buzz kill, and a disincentive for men to use it. But isn’t girth more important than length? A condom that’s too long does not tear or slip off as long as it fits otherwise, it is a condom that is too tight that will tear. This article mentions a failure rate of 20%, but is that really length related? After all, latex is affected by heat and humidity, especially if the seals are broken. I don’t know. But vending machines are the way to go, as well as “fitted” prophylactics. After all, when you buy a pair of jeans, it is waist and length, right!
