BC and Carbon

As BC’s Carbon Tax enters the terrible twos, and is the subject of stupid headlines in the CBC trumpeting a 1.5c/L increase in gasoline price (smaller than the price difference between a pump in the Saanich Peninsula and outside), it is worthwhile to see what the rest of the province’s carbon strategy is, or isn’t doing.

Economic realities and environmental promises are creating an explosive mixture for the recession-fighting B.C. government as it juggles expansion in its oil and gas industry with the need to cut greenhouse gases.

Massive untapped gas fields in northeastern British Columbia hold billions in potential revenues, but environmentalists are watching to see if Premier Gordon Campbell will stick to his promise to fight global warming by cutting emissions by one-third by 2020.

This is one of the issues with relying solely on a carbon tax to reduce GHG emissions, it is inadequate. A carbon tax is a consumption tax levied at the point of sale, not at the point of production. The BC government has gotten a lot of positive press for the carbon tax, but it is reliant on natural gas and oil to bring in some revenue. After all, the lumber industry is dying with the US housing bust, and something needs to get the province out of deficit as the BC government will not countenance any tax increases whatsoever.

The weakness of the province’s carbon plan is best typified by quotes from a couple of fossil fuel executives/government officials:

“The question is, if I were to make this big investment, who’s going to pay me to do that so I can generate a return for my shareholders? Weilinger asks.

Horne agrees there is no business case for oil and gas companies to justify carbon capture projects to shareholders, but says industry needs to support greenhouse gas reductions.

The notion that industry will somehow support reductions is hilariously disingenuous. Carbon capture and storage is an untested and expensive technology even when it comes to sources where all the CO2 comes out of one tailpipe, like a power plant. The notion that it can be used in an activity as widespread and diffuse as oil/gas drilling is laughable. The best way for these companies can be forced to make their mining more GHG emission friendly is to price their actions according to their GHG production footprint, something a differently designed carbon price would do.

BC’s carbon tax, in my book, was a shrewdly designed political maneuver to undercut traditional environmentalist support for the opposition NDP, which very “smartly” took the bait and campaigned against it in a recent election earning howls of disgust from the mainstream environmental movement.

When it actually comes to cleaning up and taking actions that will actually reduce the province’s GHG footprint, the government is found wanting, as expected.

    Hog Factories are Evil Part 1232

    This rather interesting study tracks the movement and evolution of antibiotic resistance from hog cesspools (lagoons) caused by factory production (hog farming) of pig meat. You see, in order to pack that many hogs together and not cause them to keel over and die from disease, they have to be pumped full of antibiotics. Guess where the antibiotics end up? In their “refuse”.

    Antibiotic Resistance Tracked From Hog Farms to Groundwater

    The routine use of antibiotics in swine production can have unintended consequences, with antibiotic resistance genes sometimes leaking from waste lagoons into groundwater, according to new research from the University of Illinois.

    Researchers report that some genes found in hog waste lagoons are transferred, “like batons,” from one bacterial species to another. This migration across species and into new environments sometimes dilutes, and sometimes amplifies, genes conferring antibiotic resistance, they say.

    The new report, in the August issue of “Applied and Environmental Microbiology,” tracks the passage of tetracycline resistance genes from hog waste lagoons into groundwater wells at two Illinois swine facilities.

    Tetracycline is widely used in swine production. It is injected into the animals to treat or prevent disease, and is often used as an additive in hog feed to boost the animals’ growth.

    Its near-continuous use in some hog farms promotes the evolution of tetracycline-resistant strains in the animals’ digestive tracts and manure.

    This is the first study to take a broad sample of tetracycline resistance genes in a landscape dominated by hog farming, said principal investigator R.I. Mackie, a professor in the University of Illinois-Champaign department of animal sciences and an affiliate of the Institute for Genomic Biology.

  • Oil refineries underestimate release of emissions, study says

    A study by the Alberta Research Council that investigated the plume of contaminants emanating from a Canadian oil refinery using high-tech sniffing equipment found the facility dramatically underestimated its releases of dangerous air pollutants.The refinery, which wasn’t identified but is believed to be in Alberta, released 19 times more cancer-causing benzene than it reported under Environment Canada disclosure regulations, about 15 times more smog-causing volatile organic compounds, and nine times more methane, a greenhouse gas, according to the study.The testing is believed to be the first at a North American refinery using the sophisticated technology relying on lasers, and is considered state-of-the art. The technology, developed by British Petroleum, has been in widespread use in Europe for nearly two decades.

    Serious stuff, this. As the report points out, this is old news, here’s a workshop report from the EPA last year about this very issue (no, don’t read it, 303 pages long). Volatile organic compounds are inputs into air pollution models that measure ozone levels. When your local agency tells you that Tuesday is going to be a code orange ozone day, they rely on ozone models such as CMAQ. Now, without proper inputs, you are going to make some serious errors in prediction. These errors are somewhat mitigated by the tuning of these models with measured concentrations. So, there is some error compensation going on within the model.

    More importantly, by underestimating fugitive emissions, refineries can reduce their leak monitoring, reporting and mitigation costs. There is also the issue of conflict of interest here. The current technique was developed by the American Petroleum Institute!

    Do we expect measurement based techniques to start being used in the US and Canada? One would hope so, but, don’t hold your breath!

    Scientists worry about a global warming vicious cycle that was not part of their already gloomy climate forecast: Warming already under way thaws permafrost, soil that has been continuously frozen for thousands of years. Thawed permafrost releases methane and carbon dioxide. Those gases reach the atmosphere and help trap heat on Earth in the greenhouse effect. The trapped heat thaws more permafrost and so on. “The higher the temperature gets, the more permafrost we melt, the more tendency it is to become a more vicious cycle,” said Chris Field, director of global ecology at the Carnegie Institution of Washington, who was not part of the study. “That’s the thing that is scary about this whole thing. There are lots of mechanisms that tend to be self-perpetuating and relatively few that tend to shut it off.”

    Coffee Roasting and Popcorn Lung

    Who among us coffee drinkers don’t love the smell of freshly roasted coffee? I am sure some of us imagine how much fun it would be to smell freshly roasting coffee more often. I don’t, because smell for me is an instant jolt of pleasure/pain followed by a rather rapid decline into the background.

    Caution, though. New measurements from the US Centres for Disease Control warn of high exposure to some pretty nasty chemicals that can cause your lungs to be destroyed irreversibly, the unfortunately named “popcorn lung” or bronchitis obliterans:

    Investigators with the National Institute of Occupational Safety and Health, a research arm of the CDC, spent several days at Madison-based Just Coffee in July. Investigators tested personal air space and took air samples to measure the concentration of the chemicals diacetyl and 2,3-pentanedione… NIOSH researchers found levels in three breathing-zone samples that exceeded the safety levels recommended by the CDC.

    The test results show a marginal exceedance in this case, but noted that ventilation is a big factor and these tests were done under well ventilated conditions on a warm and dry day when doors were open. So, exposure can be higher in other circumstances.

    Worker exposures are to higher levels, and are more sustained, so they deserve the most attention.

    So, local coffee roasters, it may make sense to confirm that your roasting environments are not exposing your workers to harmful, lung obliterating chemicals. Remember, organic, shade grown, fair pay, artisanal roasting aside, chemical exposures to workers don’t change. And, everything that smells good isn’t good for you.

    One of my frequent points of emphasis (rants, some might say) is on the relative risk vs. media attention to exposures of people to ambient, day to day concentrations of potential harmful chemicals vs. those faced by workers everywhere. The last time diacetyl and bronchitis obliterans were in the news, it was around the use of diacetyl to produce that buttery smell so beloved in microwave bag popcorn (I don’t like it myself, olive oil all the way!). Despite reports of many workers facing severe lung issues, it took the detection of the disease of one person eating multiple bags of microwave popcorn over many years to actually move government regulators into action on diacetyl. People who work in factories, in the fields, and make things are exposed to thousands of times higher concentrations of harmful chemicals for longer periods of time, but their concerns are often de-emphasized.

    This doesn’t mean ambient exposures in the general population are to be ignored, but worker exposures are to higher levels, and more sustained, so they deserve the most attention.

    This US Centers for Disease Control page is a good collection of information and further readings. They recommend facility tests to measure diacetyl and its cousin 2,3-pentanedione, and better ventilation, worker safeguards and personal protective equipment as necessary. They also note that at least five workers in large scale coffee processing plants have been diagnosed with bronchitis obliterans.

    Lead in Paint, why???

    1940-11_White_Lead_Paint.JPGThis makes my head explode, once again, science is helpless when faced with inertia, and greed. Lead-based paint has been banned in the US since 1978, and if this story is any indication, we’re still seeing the effects of peeling paint. But this bit of research from the University of Cincinnati suggests that not only is lead-based paint being used in more than half the world, it is actually legal.

    Study Supports ‘Urgent’ Need for Worldwide Ban on Lead-Based Paint

    Environmental and occupational health experts at the University of Cincinnati (UC) have found that major countries—including India, China and Malaysia—still produce and sell consumer paints with dangerously high lead levels.

    Why would anyone need to use lead-based paint when alternatives have been available for the longest time, the health effects of lead, especially on children, are very well known, and there is no @#$%^&*# reason other than greed and unwillingness to change. What is the point of all these years of research if it makes no difference at all to the bulk of the world’s population? Depressing.

    Guess what, even if lead-based paint was banned today, it’s still going to be on the walls forever. As the paint peels, kids will be exposed, have lowered IQ, and all other kinds of health issues for as long as that house is standing, which in India could be a 100 years.

    Grassroots organizing is probably needed, and if effective, the stuff will be banned in India quickly, the government does move rapidly on these kinds of easy to legislate issues. But, enforcement will be lax, and awareness will lag, which means we are looking at (my rough guess) at least 20 years more of this issue.

    Once again, the absence of a ban and its implementation affects the poor and uneducated disproportionately. The way I see it happening in India is

    1. Some grassroots awareness, media stories, etc.
    2. A furore that lasts about a week, before the next big story comes along
    3. Maybe a government action that will “ban” lead-based paint
    4. The middle class and above are now aware that they can use titania based paints, so, a quick change for them.
    5. Everyone else is still stuck with the lead-based paint.

    And this does not even begin to address what the US is going through now, aging houses, peeling paint, poor people being exposed to dangerous levels of lead.

    The world ain’t very fair…

    White House edits CDC climate testimony – Yeah, again!

    Turns out that the Emperor did not want anyone to know what the possible health effects of climate change were going to be.

    It was eviscerated,’ said a CDC official, familiar with both versions, who spoke on condition of anonymity because of the sensitive nature of the review process.

    The official said that while it is customary for testimony to be changed in a White House review, these changes were particularly ‘heavy-handed,’ with the document cut from its original 14 pages to four. It was six pages as presented to the Senate committee.

    So, is there any point in blogging about this story about the Emperor and his politburo wielding the censor pen on yet another government report? No, because like million other stories like the one above, nothing comes of it. Nobody loses anything, the press does not understand that this behavior is unprecedented and more representative of 1960s USSR than the so called leader of the free world. The people who read about it could not care less. This is small fry compared to the “enhanced interrogation techniques” (call it torture), “private military contractors” (call them mercenaries), “extraordinary rendition” (state sanctioned kidnapping, disappearing, whatever you call it), etc. This country has apparently been outraged to boredom. Where does the “editing” (censoring) of a government report even register on this list of outrages?

    Seriously, the Democratic party has been the most undistinguished of opposition parties. Yes, they supposedly control the Senate and Congress, but they don’t. In this weird undemocratic and archaic presidential system, you can only succeed if you have 60% of the Senate, 67% of the Congress or the president on your side. So, functionally, the Democrats are still the opposition party and do not seem to understand that as the opposition party, they need to oppose, manufacture outrage (in this case, no manufacturing necessary), and keep yelling continuously. Some shrillness is indicated here. Yes, they have some power that comes from the majorities, but the power needs to be used. They have to keep sending bills that the president will veto, they have to keep subpoenaing the politburo members so they can refuse to testify, and they have to keep repeating that they’re outraged, I tell you, outraged!!

    Oh well, I come from the famously fractious politics of India, so none of my rants are going to make sense. If you want outrage, here you go… Mind you, this is the member of the coalition that rules India exerting pressure on it’s ally, not even the real opposition who only yesterday called for the PM to resign because “a resurgent nation like India should not be led by a helpless and sad leader” – Ouch, take that!! All this over a nuclear deal with the US where India gained all kinds of concessions for essentially building a nuclear arsenal on the sly and against the wishes of the international community.

    The democrats needs a master class on opposition politics from the BJP.
