Al Franken is good for health

You know what's in your food and many beauty products. Senator Al Franken wants to make it possible to see exactly what's in your household cleaning products as well.The Minnesota Democrat introduced a bill in the U.S. Senate requiring producers to fully disclose all ingredients on their product labels, including those suspected of causing long-term harm. Currently the warnings on cleansers are designed to prevent immediate harm due to swallowing, splashing in eyes or other unintended uses.

It would seem common sense to have information on labels, especially on the harsh and powerful chemicals we use every day. You may not understand what they mean, or how to pronounce the chemical names, but you don’t have to! Organizations such as the Environmental Working Group have extensive information on common high volume chemicals so people can match what they see on the label with what they would like to avoid.

But it is not the law of the land in the US, or Canada for that matter. Al Franken, comedian, talk show host and an intelligent man turned senator would like to change that in the US. Of course, we in Canada would benefit as well.

Chemical manufacturers aren’t having any of this.

There’s always a concern about turning labels into encyclopedias,” Brian Sansoni of the Soap and Detergent Association, in Washington, D.C., told KARE Tuesday.

Pretty insulting, claiming that your consumer does not like encyclopedias, or is not capable of reading and googling.

Information helps drive consumers to safer alternatives. If you see two cleaners, both of which claim to work equally well, a quick read of the ingredients will drive you to the safer (or simpler) choice. Clearly, sale by obfuscation is the preferred marketing strategy here.

If I were American, I would call my senator/congressperson and ask them to support Al Franken.

Tar sands smog seen worsening

Pollution will continue to plague Alberta’s oil sands despite plans to pipe harmful greenhouse gases deep underground, according to documents obtained by the Toronto Star.

Part of the task of cleaning up the oil sands involves capturing carbon dioxide emissions and storing them in geological reservoirs in western Canada.

But chemicals linked to acid rain, respiratory problems and ozone depletion could escape into the atmosphere at an even faster rate, thanks to an estimated tripling of production from one million barrels a day in 2007 to 3.4 million barrels a day in 2017. That could occur despite proposed national caps on air contaminants.

By capturing about 200 megatonnes a year of carbon dioxide, sequestration as carbon dioxide storage is known is expected to reduce greenhouse gas emissions by almost 80 per cent in 2017, says an Environment Canada study obtained under the Access to Information Act.

But, the study notes, “there are emissions of CO2 and air contaminants resulting from the generation of the energy required by carbon capture and storage facilities. The CO2 emissions offset the volumes captured by the facilities, while the air contaminant emissions add to the load on the environment.

Note that two out of the three main political parties in Canada (The Conservatives and the Liberals) support the expansion of this environmental disaster. Also, resource exploitation is controlled by the individual provinces and Alberta is almost united in support for its prime bread winner. So nothing will happen unless there is external (Read American) pressure. Harper is making a lot of noise about working with Obama on energy and climate policy in an effort to get ahead of this pressure, so we shall see what happens. If the US moves ahead aggressively on policy, the Tar Sands could lose its biggest customer and that would be all she wrote.

British Columbia Introduces a Carbon Tax

Wow, I am already proud of my future destination, a carbon tax, no less. One that will start off at $10 per tonne of carbon (2.4c per litre of gasoline, or about 9c a gallon) and rise by a factor of three in a few years…

VICTORIA – Finance Minister Carole Taylor introduced an escalating carbon tax on most fossil fuels Tuesday, one she says recycles revenues back to taxpayers and businesses and is designed to ignite an environmental social movement in British Columbia and across Canada to fight climate change.And she’s handing every British Columbian $100 in June as seed money to get them thinking green.

The carbon tax advocacy center sets the required starter tax as 10c a gallon, BTW, so this measure by BC is no joke, it’s a serious effort to rein in CO2 emissions from the province. Carbon taxes are in general regressive as they are flat taxes, so the poor pay the same as the rich, but obviously will suffer more. So, what is the BC government doing to ensure that the poor don’t suffer?

The carbon tax revenue, estimated to hit $1.8 billion over three years, will be returned to taxpayers through personal income tax and business tax cuts, she said.The government will introduce legislation that requires it to table an annual plan that shows how the carbon tax revenue will be returned to taxpayers, Taylor said

Good words. But Taylor needs to realize that in the absence of well designed tax offsets, the people and businesses of BC will be at a temporary competitive disadvantage. It’s tricky to be an early adopter, but I am optimistic that BC will be the better for it.

Wonderful, now the rest of Canada (and the US) needs to follow suit. And, I look forward to blogging about Canada already, exciting!

ES&T Online News: E-waste recycling spews dioxins into the air

When computers, televisions, music systems, and other electronic products reach the ends of their lives, they often end up in China or other developing countries as e-waste. Such waste is a serious environmental threat in these parts of the world because of the poorly regulated conditions under which the waste is dismantled. A new study published in ES&T (DOI 10.1021/es0702925) shows that Guiyu, a major e-waste recycling center in China, has the highest documented levels of atmospheric polychlorodibenzo-p-dioxins (PCDDs) and polychlorodibenzofurans (PCDFs) in the world.

In e-waste recycling centers in China, discarded products are dipped into open pits of acid and heated over grills fueled with coal blocks to extract precious metals, such as gold. These processes often release toxic metals, such as lead, and organic compounds, such as dioxins. The emissions are not regulated, and occupational exposure is high because of the poor working conditions for e-waste recycling laborers.

In March 2007, researchers at Hong Kong Baptist University showed that soil at e-waste recycling sites in China has high levels of dioxins and polybrominated diphenyl ether (PBDE) flame retardants. (Read the paper at ES&T‘s ASAP website.) More recently, another study published in ES&T showed that the workers at these sites have blood levels of the heavy PBDE, BDE–209, 50–200 times higher than those previously reported. Whereas dioxins are potentially carcinogenic for humans, PBDEs affect thyroid metabolism and brain development.

In the current study, Ping’an Peng of the Guangzhou Institute of Geochemistry (China) and his colleagues sampled the air from Guiyu for a week in both the summer and the winter and analyzed the samples for 2,3,7,8-PCDD/Fs. The levels varied between 64.9 and 2765 picogram per cubic meter (pg/m3). The toxic equivalents (TEQ)—a value used to account for the different levels of toxicity of the individual dioxins—was 0.909–48.9 pg TEQ/m3. Given that Guiyu has no municipal or medical solid-waste incinerators, which are known to be major sources of dioxins, the authors attributed the elevated dioxin levels to e-waste recycling.

The team also found that the dioxin concentrations in the air around Guiyu were 12–18 times higher than those in Chendian, a town 9 kilometers (km) from Guiyu, and 37–133 times higher than those in Guangzhou, which is 450 km from the e-waste site. The results suggest that dioxin pollution from e-waste recycling is spreading to nearby areas.

When they calculated the exposure of adults to dioxins through inhalation, the researchers found that it (68.9 and 126 pg TEQ per kilogram per day in the summer and winter, respectively) was a whopping 15–56 times higher than the World Health Organization recommended maximum of 1–4 pg TEQ/kg/day.

EPA Calls for End to Releases of Chemical in Teflon Process

In a rare move to phase out a widely used industrial compound, the Environmental Protection Agency announced Wednesday that it was asking all U.S. companies to virtually eliminate public exposure to a toxic chemical used to make Teflon cookware and thousands of other products.

EPA’s system of regulating chemicals leads to some really perverse incentives. The burden of proof shifts to the EPA to prove beyond reasonable doubt that a chemical has definite harmful effects on humans at ambient exposure levels. So the preferred route has been for the EPA to “suggest” to the companies to participate in a voluntary phaseout.

No one knows how the chemical is getting into people’s bloodstreams and in the bodies of polar bears and other animals. Although it is used in production of cookware, it is not found in the cookware, clothing and other fluoropolymers after manufacture.

Well, not quite. This from a paper published in the Environmental Science and Technology on January the 25th.

Polyfluorinated telomer alcohols and sulfonamides are classes of compounds recently identified as precursor molecules to the perfluorinated acids detected in the environment. Despite the detection and quantification of these volatile compounds in the atmosphere, their sources remain unknown. Both classes of compounds are used in the synthesis of various fluorosurfactants and incorporated in polymeric materials used extensively in the carpet, textile, and paper industries. This study has identified the presence of residual unbound fluoro telomer alcohols (FTOHs) in varying chain lengths (C6-C14) in several commercially available and industrially applied polymeric and surfactant materials…

This study suggests that elimination or reduction of these residual alcohols from all marketed fluorinated polymers and fluorosurfactants is key in reducing the prevalence of perfluorinated acids formed in the environment.

Well, that explains it a little better, this article from ES&T provides a nice executive summary like context.

An emerging theory that explains how PFOA (perfluorooctanoic acid) and other PFCAs (perfluorocarboxylic acids) have contaminated the Arctic has received a boost from a new modeling study published in this issue of ES&T (pp 924–930). The theory contends that Arctic contamination is due to atmospheric transport and breakdown of fluorotelomer alcohols, chemicals that are used in products that include stain protectors, microwave-popcorn bags, fast-food wrappers, polishes, and paints.

Well, it sure looks like we need to focus much more on the PFOA precursors rather than on the PFOA itself. Dupont and 3M are not going to be happy about that!

Bill to exempt factory farms from pollution laws

Congress may exempt factory farms from pollution laws Large agribusiness companies are pushing their friends in Congress to exempt factory farms from the pollution reporting and cleanup provisions in key pollution laws. The Comprehensive Environmental Response, Compensation and Liability Act (CERCLA, also known as Superfund) and the Emergency Planning and Community Right to Know Act (EPCRA) provide an essential safety net for protecting water supplies from livestock pollution and for providing warnings of toxic air emissions from factory farms. Over 140 representatives are supporting a bill, H.R. 4341, that would give this sweetheart deal to factory farms. The bill may soon be attached to a “must-pass” spending bill in an effort to speed this ill-conceived measure through Congress. Please call your representative and urge him or her to oppose this dangerous legislation. To learn more, read the Sierra Club’s fact sheet (pdf) on this issue.

Factory farms tend to be located in rural areas next to communities that do not have the power to stop them/mobilize against them. This provision will further stack the deck against these communities. Anyone who thinks manure, pesticide runoff, ammonia, etc are not hazardous to the ecosystem and to human health needs to live next to one of these “farms”. I am hazarding a really wild guess that Congressman Hall (the sponsor) does not have to deal with issues such as these.
