Canada's only proposed Carbon Targets in Danger

Bill C-311, Canada’s Climate Change Accountability Act, is back in the “news” (no silly, not the media, who have more important things to worry about). I had written about this before the Copenhagen meeting. This bill sets Canada up with greenhouse gas emission reduction targets that would put Canada in a respectable mainstream position, 25% below 1990 levels by 2020, 80% below 1990 levels by 2050. But the Conservatives, in one of their classic legislative gambits, have forwarded the vote for April 14th, Wednesday. If the bill doesn’t pass here, it’s dead, and 4 years of countless committee readings, and multiple votes to pass would be wasted. And Canada will not have any climate change legislation whatsoever.

Serious business, isn’t it? Climate Action has more, including what you need to do (I know, short notice, that’s apparently how important decisions get made around here).

The Liberals hold the key. It was they who voted with the Conservatives the last time to scuttle the pre-Copenhagen vote. As of writing this post, no official word from the Liberals on their position.

A call to Michael Ignatieff’s office, (613) 995-9364 gives me little hope of passage. I was told that the MPs had met, that Mr. Ignatieff would not be voting (apparently, because it’s a private member’s bill, leaders don’t vote, weird). Also, the official position of the party is that because it is a private member’s bill, that every MP would be free to vote on their “conscience”. Given that the Liberal party could not even defend women’s health in a recent whipped vote, I wonder where their conscience is on this.

A call to David McGuinty’s (the Liberal Environmental Critic) Office, (613) 992-3269, elicited the rather helpful response that they would not be commenting on their stand till after the vote.

Of our local MPs, both Denise Savoie (NDP) and Dr. Keith Martin (Liberal) will be voting to preserve the bill, they are on record saying this at a forum on climate change last week. Of course, Gary Lunn (Conservative) is not part of the equation here, pointless.

So, call, call and call away, the Liberals need to hear about this. They don’t appear to understand the most basic rule of opposition politics, you get no points for supporting the government, except from pundits in the mainstream media. Only if you inflict some defeats on the government will the people of Canada take you seriously.

As always, remember that it is the Liberals that will be blamed for this bill’s demise, we all know the Conservative position on climate change. The NDP and Bloc Quebecois have voted repeatedly to pass this legislation. It is Michael Ignatieff’s Liberals who will stand in the way of Canada’s environmental progress.

    More than 200 chemicals — many found in urban air and everyday consumer products — cause breast cancer in animal tests, according to a compilation of scientific reports published today.

    Writing in a publication of the American Cancer Society, researchers concluded that reducing exposure to the compounds could prevent many women from developing the disease.

    The research team from five institutions analyzed a growing body of evidence linking environmental contaminants to breast cancer, the leading killer of U.S. women in their late 30s to early 50s.

    Experts say that family history and genes are responsible for a small percentage of breast cancer cases but that environmental or lifestyle factors such as diet are probably involved in the vast majority.

    “Overall, exposure to mammary gland carcinogens is widespread,” the researchers wrote in a special supplement to the journal Cancer. “These compounds are widely detected in human tissues and in environments, such as homes, where women spend time.”

    The scientists said data were too incomplete to estimate how many breast cancer cases might be linked to chemical exposures.

    The resources to come out of this study include two databases, one that summarizes animal mechanistic studies, and one that summarizes human epidemiological studies. It’s a good start and I hope these databases are continually expanded. The study was essentially a big lit review and data organization project.

    There are two major issues with the way carcinogenicity is studied. Firstly, animals other than humans are dosed at high levels to test for possible cancer outcomes. This leaves most researchers vulnerable to the charge that these high dose studies do not translate well to humans because the dose-response relationship at ambient levels is not well studied. So, the obvious criticism is that just because cancer endpoints were seen at high levels does not mean that the same thing will happen at low levels. This cuts both ways, though. We’re seeing with bisphenol A that low doses can cause more harm than intermediate doses. Another issue is the additivity of the interactions. Does 1 “dose” of PAH + 1 “dose” of PCB = 2 “doses” of PAH? We’re exposed to a whole host of chemicals all our lives, who knows which ones add, which ones subtract, which ones multiply, etc.

    Of course, as with most diseases, some macro variables dominate. For instance, the US has seen 8-9% decline in breast cancer incidence recently due to a decreased use of hormone replacement therapy. So, as with all diseases, taking care of some of these big ticket items is very important. One discouraging story I read today reported on a four percentage point decline in mammograms (70 to 66%) in women age 40 and older. Why? decreased access to health insurance and dropping the ball on promotion.

    The depressing fact of the matter is that the boring basics of good preventative healthcare, screening, good lifestyle and diet are the most important factors, and if we take care of these factors, we will make most health issues easier to deal with.

    Drift Gillnet Management

    The Council adopted a recommendation to NMFS to authorize an exempted fishing permit (EFP) that would allow drift gillnet fishing in the current August 15-November 15 closed area. The EFP fishery would be governed by several requirements for all vessels, including, to carry an observer; to limit total fishing effort in the EFP fishery to 300 sets; to immediately cease the EFP fishery if, and when, two leatherback sea turtles were encountered by the fishing gear; and to immediately cease the EFP fishery if one mortality or serious injury occurred to any of the following marine mammals: short-finned pilot whale, sperm whale, fin whale, gray whale, humpback whale, or minke whale.

    And, with that, starts the rather egregious practice of drift gillnet fishing. The restrictions seem fairly tight, an observer on every boat, and end to the fishery after two incidences of capture. There is definitely more than meets the eye here, I don’t know what. Drift gillnet fishing is well documented to cause turtle catch, this from the 1998 Fishery Bulletin for 1990-1995

    In the drift gillnet fishery, seven out of 387 mammals observed entangled were released alive. In the set gillnet fishery, five out of 1,263 mammals observed entangled were released alive. Estimates of incidental kill are presented along with estimates of entanglement for species that were observed to be released alive. For the period under consideration, the estimated mortality for the drift gillnet fishery was over 450 marine mammals each year. A total of 20 turtles and 3 seabirds were observed entangled during the entire period. The most frequently entangled species in this fishery were common dolphins, Delphinus spp., and northern elephant seals, Mirounga angustirostris. Estimated cetacean mortality in the driftnet fishery decreased from 650 in 1991 to 417 in 1995; pinniped mortality decreased from 173 in 1991 to 116 in 1995. Estimated cetacean mortality in the set gillnet fishery ranged from a high of 38 in 1991 to a low 14 in 1993; pinniped mortality rose to a high of 4,777 in 1992 and then decreased to 1,016 in 1995. We postulate that there has been a decline in the number of pinnipeds and cetaceans in the setnet fishery owing to area closure. No similar proposal can be made for the driftnet fishery. The most frequently entangled mammals in the setnet fishery were California sea lions, Zalophus californianus, and harbor seals, Phoca vitulina. Six turtles and 1,018 seabirds were estimated entangled in this fishery during the NMFS Observer Program from July 1990 to December 1995.

    So what’s the deal, this thing caught 20 turtles in 5 years, so it is going to catch turtles, no doubt about it. Anyone who does not get what the death of one adult sea turtle means read this. Sea turtles are wonderfully fragile animals given their size, they take long to mature sexually, they do not breed all that much and less than 1% of turtle hatchlings survive to adulthood. Leatherbacks are highly endangered.

    I have a feeling that this is the first part of a one-two punch intended to reinstate the famed turtle killer long line swordfish nets on the pacific coast. The “proof” that these nets do not catch turtles will be used to lobby for longline swordfishing in, oh say three months?

    We have started this simple diary where my 7 yo tracks each of her trips and categorizes them as car or not car. I find the analog simplicity of this approach to be appealing and I’ll be helping her keep this updated. I am also resisting temptation to add more data to this survey for myself (her project, not mine!) My movement goals are the same as hers, walk and bike as much as practicable leaving driving only for the “it’s too far or I don’t have even 10 minutes to spare or I have to carry something that won’t fit on my cargo bike, or it’s not safe to bike with a kid”.

    Our life for the most part now fits the 15 minute city model, the concept that “Everyone living in a city should have access to essential urban services within a 15 minute walk or bike.”. Other than my once a week commute to work, almost everything we do is in that 15 minute walk/bike window and while our all age and abilities bike network is still work in progress, the trend is clear (thanks Dave Thompson Victoria City Councilor for the graphic from the CRD transportation survey)

    Jeffrey Sachs on climate change induced water shortages

    Depressing reading for a Sunday morning. He does not offer too many solutions, but it will take a lot of local work to mitigate these disasters. Of course, I can’t see the US or Europe offering asylum to climate change refugees!

    Human-induced climate and hydrological change is likely to make many parts of the world uninhabitable, or at least uneconomic. Over the course of a few decades, if not sooner, hundreds of millions of people may be compelled to relocate because of environmental pressures.

    To a significant extent, water will be the most important determinant of these population movements. Dramatic alterations in the relation between water and society will be widespread, as emphasized in the new report from Working Group II of the Intergovernmental Panel on Climate Change. These shifts may include rising sea levels, stronger tropical cyclones, the loss of soil moisture under higher temperatures, more intense precipitation and flooding, more frequent droughts, the melting of glaciers and the changing seasonality of snowmelt.

    Bisphenol A – Getting More Powerful Everyday

    So is it Mondays with Bisphenol?? You know what, the scary thing about this chemical is that its acute (short term, immediate) toxicity at high doses, which is the only safety testing that is ever done, does not correlate with all the subtle effects that are seen at low doses (chronic). Here’s another study where ambient level exposure to bisphenol A interferes with prostate cancer treatment by making the tumor cells androgen independent, so the standard testosterone deprivation therapy will not work any more.

    Environmental Health News: New Science

    A common plastic molecule to which virtually all Americans are exposed may interfere with the standard medical treatment for prostate cancer, according to new experiments with human prostate tumors implanted into mice. The doses of the plastic molecule, bisphenol A, were chosen specifically to be within the range of common human exposures. Tumor size and PSA levels were significantly greater in exposed animals just one month after treatment.

    One of the principal known sources of exposure to bisphenol A in the U.S. is through its use to make a resin that lines the majority of food cans sold in markets. These new results by Wetherill et al. suggest men concerned about prostate cancer may want to reduce their consumption of canned goods and their use of polycarbonate water bottles, another common source of exposure

    This is one powerful (if not actually more dangerous) chemical. it is so ubiquitous that finding a substitute is not going to be easy.

  • Do Voluntary Environmental Programs Work?

    Through the most excellent Environmental Valuation & Cost-Benefit News blog comes notice of a book that answers a question that’s been on my mind off and on.

    Despite a growing theoretical literature trying to explain how and why voluntary programs might be effective, there is limited empirical evidence on their success or the situations most conducive to the approaches. Even less is known about their cost-effectiveness.

    The book’s called Reality Check (and long byline) and at $40 is too expensive for a look see! But here’s a teaser:

    The central goals of Reality Check are understanding outcomes and the relationship between outcomes and design. Most of the programs it studies have positive results, but they are small compared with business-as-usual trends and the impact of other forces–such as higher energy prices. Importantly, potential gains may be quickly exhausted as the “low-hanging fruit” is picked up by voluntary programs. By including in-depth analyses by experts from the U.S., Europe, and Japan, the book advances scholarship and provides practical information for the future design of voluntary programs to stakeholders and policymakers on all sides of the Atlantic and Pacific.

    So, the answer is no, I guess. Voluntary programs catch the bulk of changes that can be carried out easily anyway and may have been part of the company plans. They also make for good Company PR. The greater the threat of regulation and good enforcement, I guess, the more power you have to set up a good voluntary program. But if it is all carrot and no stick, who knows…
