Canada's Greatest Scientist

Is apparently someone called Rex Murphy who writes political and social columns for Canada’s premier newspaper, who has done what thousands of scientists all over the world could not do: Solve the issue of global warming by pointing out that Toronto is having a very cool July.

Now, however, Toronto in July is cool and I am waiting in vain for the lips of just one forecaster to ask how can this be. Waiting just once to hear the familiar phrase “global warming” in a sentence that even hints that the theory behind it is so much more tentative than we have been urged with such fervour to believe.

It was so easy, the solution was in front of us all this time, why did no other scientist not use the obvious connecting equation: Weather (in one’s hometown in July) = Climate?? Damn, there goes my Nobel. Sometimes, it is that easy!

Next week on the Globe and Mail: Isee Flaturtha stands on top of a hill, looks all around, can see nothing but flat land for miles and miles, publishes an opinion piece proving that the Earth is flat and excoriating the so called “Round Earth” scientists.

I am glad that Canada’s best newspaper is open to such great scientific writing. Clearly, Canada’s future is bright.

Climate Talks Sputter

China, India and the other developing nations are upset that commitments to provide financial and technological help made during a U.N. conference in Bali, Indonesia, in 2007 have not translated into anything more tangible.

Mr. Meyer estimated that the United States, Europe and other industrial nations need to come up with $150 billion a year in assistance by 2020 to help develop clean energy technology for developing countries, reduce deforestation that contributes to rising temperatures, and help vulnerable nations adapt to changes attributed to greenhouse gases.

Yes, it is true, North America and Europe are responsible for a bulk of the greenhouse gas emissions currently in the atmosphere and need to do the bulk of the work. But it would also behoove India and China to make the right noises. There is no sense that we’re in this together, that we will all be affected, and India and China even more so

Leadership is lacking, the US needs to take a first big step and start things of.

Update

The G8 has agreed to sign on to a limit on warming of 2°C rise in global temperature. Well, how do you get there without reducing CO2 in the atmosphere, which we apparently can’t agree to do? It’s like saying you need to go a 100km more on a road trip, but refusing to agree to fill gas.

There is a chicken and egg problem here. The famously resistant to change US system is working through a climate bill. The world is waiting to see what will happen, but the version of the bill passed by Congress is not strong enough to avert a 2°C rise unless China and India are as aggressive and there is massive technological shift away from fossil fuels. The US system is waiting for signals from the world, reasoning they don’t want to act first and unilaterally. It’s all nice game theory for people watching from the sidelines, but life’s a little more serious…

So, it appears that every party in power South of the Border needs an influential legislator making ridiculous statements deliberately confusing weather and climate to derail even the weak sauce that is passing through the US congress right now.

Millions of people are in the process of becoming climate refugees while this “Corn”gressman and his big agriculture cronies dither, lie and weaken climate change action.

At what point in time does deliberate obstruction of action that will save lives and homes become sabotage and assault?

Volcanos and Climate Geoengineering

The first thing that occurred to me when I heard about the Sarychev eruption was whether it was going to be large enough to inject significant quantities of sulphate aerosol into the stratosphere. Apparently, it is.

When sulfur dioxide reacts with water vapor, it creates sulfate ions (the precursors to sulfuric acid), which are very reflective. Powerful volcanic eruptions can inject sulfate aerosols into the stratosphere, beyond the reach of cleansing rainfall. At these altitudes, the sulfates can linger for months or years, cooling the climate by reflecting incoming sunlight. (The effect is stronger when the eruptions occur at tropical latitudes.) Carn says the persistence of such high concentrations of sulfur dioxide in the OMI data throughout the week indicates that the plume from Sarychev Peak reached high altitudes. Data from other satellites (such as CALIPSO) suggest that the volcanic plume reached altitudes of 10–15 kilometers, and perhaps as high as 21 kilometers.

In 1991, the eruption of Mount Pinatubo in the Philippines injected enough sulphate into the atmosphere to cause a 0.5° C drop in global temperature. This was caused by about 20 million tonnes of SO2. We are nowhere close to these kind of emission levels. After all, Pinatubo was one of the two biggest volcanic events of the century.

Injecting sulphate particles into the stratosphere has been proposed for a while now, I first wrote about it in 2006 when a prominent atmospheric chemist, Paul Crutzen wrote an article proposing this. The science behind this proposal is basic, sulphate aerosols of the size that would be formed from the oxidation of SO2 are the right size to scatter and reflect solar radiation back into space (my Masters thesis did a first order estimate of this effect from Indian emissions!). If injected directly into the stratosphere, they can stay there for a long time and will not deposit to the the Earth’s surface as acid rain. The issue is managing all the crazy regional variations in climate that would result, and the attendant complications in assigning blame, etc. It would also not help the oceans, which would acidify to hell with all the CO2.

Anyway, so much for that, the volcano is causing all kinds of havoc with Pacific travel and making for all kinds of cool pictures, which are about the most interesting thing happening at this point in time. We shall see how the sulphate situation plays out in the days to come when the dust settles.

India goes solar

India, of course, gets a lot of sun, it is wasted in the sense that it makes us sweat, causes us to use increasing amounts of electricity for air conditioning, and all in all, is a pain. So, a plan to use that sun to generate solar energy, of course, is very welcome. Solar energy use obviously is not new in India, my best friend growing up had a solar water heater at home (his family business used to make them). Policy has never kept up because there has not been a push, is this one?

The Union Government has finalised the draft for the National Solar Mission. It aims to make India a global leader in solar energy and envisages an installed solar generation capacity of 20,000 MW by 2020, of 1,00,000 MW by 2030 and of 2,00,000 MW by 2050.

The total expected funding from the government for the 30-year period will run to Rs. 85,000 crore to Rs. 105,000 crore. The requirement during the current Five Year Plan is estimated to be Rs. 5,000 crore to Rs. 6,000 crore. It will rise to between Rs. 12,000 crore and Rs. 15,000 crore during the 12th Five Year Plan.

A crore, BTW, is 10 million. India still uses its own number multiplier system for money that goes in 100s, not thousands. So, a 100,000 is a lakh, and a 100 lakhs is a crore. I never understood why this was not changed when the country went metric. Lakhs and crores, of course, are metric, but can get confusing.

The plan will start off by mandating roof top solar panels for government and government owned industry buildings in an attempt to reduce costs by scaling up. It will be followed by mandated solar water heaters for all commercial buildings and apartment complexes, and use of solar panels for all in industrial buildings. All this is supposed to happen in the next three years, which appears to be wildly ambitious.

India is a federal country with delineation of jurisdictions between the central and state governments on regulation. Electricity happens to be on the concurrent list, meaning both the state and central governments can make laws, and the central government’s laws will always preempt the states. However, building appears to be a local government issue, so managing this huge transition could get tricky. They are all supposed to use the same building code, but given the unevenness of local governance, who knows what implementation will look like.

In Phase II, starting 2012, India will go solar thermal. India and Pakistan have 200,000 sq km of the Thar Desert, a typical dry tropical desert with oodles of space and sun. It would be a good place to site all kinds of capacity similar to efforts in North Africa and Spain.

Solar thermal, if combined with the right kind of transmission and storage technology, could power the world in 7000 sq km, so theoretical capacity may not be an issue. Of course, the storage and distribution are key. Molten salt batteries look very promising for solar energy storage and night use.

We in Canada use more electricity than India for about a billion fewer people. Clearly, if India was as profligate as Canada in energy consumption and got the power it needed to get there from coal, we would all be dead soon. India needs to go solar in a hurry and I am glad the government has released a policy that is more ambitious than the US or Canada. It needs the support and funding to make it happen and I for one will be very happy to see progress in this area. Solar power needs big up front costs and little ongoing costs.

Can Indian industry provide the money needed? We shall see. I am not too worried about the photovoltaic panel parts, they will muddle along in typical patchwork Indian fashion with the quality of governance being the controlling factor in success or failure. It is the capital and political will needed for solar thermal that strikes me as problematic. The coal and mining industries are entrenched in some population (and vote) rich states like Bihar based in the central and north east regions and there could be some big losers if India went away from coal (as it needs to in order to prevent catastrophic climate change) and toward solar thermal, which I assume would come out of Rajasthan (West).

Canada – No new coal plants?

For a minute I thought the pain from playing volleyball last night, plus opening my computer up sleepily at 5:45 in the morning before catching an early bus to work had me hallucinating, but yes, the Canadian federal government actually wants to impose a moratorium on the construction of new coal fired power plants unless they include sequestration (which to me means no new power plants).

Any new coal plants will have to include highly expensive – and unproven – technology to capture greenhouse gas emissions and inject it underground for permanent storage, Environment Minister Jim Prentice said in an interview yesterday.

Ottawa also plans to impose absolute emission caps on utilities' existing coal-fired power plants and establish a market-based system to allow them to buy credits to meet those targets, Mr. Prentice said.

I have a certain distrust for this government, so details are crucial. The right things are being said:

  1. All new plants will need sequestration
  2. A cap and trade to deal with existing coal fired power plants
  3. Phase out of facilities after “fully amortized life” – Not clear on exactly what that means
  4. 90% Emissions free power sector by 2025

As the article points out, Canada relies on coal much less than a lot of other countries, only 18% of current emissions are from coal, as opposed to the US, where about 40% is from coal.

So, time to celebrate? Not exactly. Canada’s latest release of 2007 data indicates horrendous performance.

Overall, total increase was 6 Megatonnes from 2004 to 2007. But the increases from the Tar Sands were nearly 16 Mt, meaning most of Canada’s other sectors saw decreases, thanks to a number of mild winters and greater efficiency.

Clearly, this performance is going to continue until the Tar Sands are included in any CO2 reduction strategies, whatever we do, or don’t do with the coal will have a little bit of impact, but will definitely not help Canada achieve any of its short or long term goals.

So, one cheer for this announcement. I suspect that the administration needs something to take to meetings, and is hoping that a coal moratorium will distract people from the biggest culprits, the Tar Sands and our insanely high per capita GHG footprint. A “no new coal” moratorium would be a huge deal in the States, and off the charts in China or India as far as reducing emissions go. But Canada, not bad, but definitely not good enough!

The Tar Sands will only be stopped when the US steps up to the plate and gets its Cap and Trade going.

Obama to regulate 'pollutant' CO2

The US government is to regulate carbon dioxide emissions, having decided that it and five other greenhouse gases may endanger human health and well-being. The Environmental Protection Agency EPA announced the move following a review of the scientific evidence.

Not unexpected, was the long culmination of a series of events resulting from a 2007 Supreme Court verdict.

Obama is playing the cards right here, using the EPA to ratchet pressure on congress to come up with a carbon pricing scheme, using the EPA as a cautionary tale. If there is anything anti-environmentalists hate more than carbon regulation, it is carbon regulation written by the EPA! Expect a whole lot of lobbying for a cap and trade bill to pass through congress. Aldo expect a lot of back room dealing about offsets, auctions, allowances, words you will be hearing and reading about a lot more.

Meanwhile, in our great white North, the official silence is deafening. A recent report released by the National Roundtable on the Environment and the Economy speaks very seriously about the urgent need to get a federal Cap and Trade system in place before the US does it for us. Expect nothing to happen unless there is regime change. Even then, as the NY Times points out, provincial resistance to cede control will doom any deal. Ask an Albertan about the National Energy Program!

In our provincial BC election, carbon pricing is front and centre and has captured quite a bit of attention even south of the border. A post on that will follow sometime this weekend, unless I get distracted, which happens more often than not!

E.P.A. to Regulate greenhouse gases

The Environmental Protection Agency has moved to declare that greenhouse gases are pollutants that pose a danger to the public’s health and welfare. That determination, once made final, will pave the way for federal regulation of carbon dioxide, methane and other heat-trapping gases linked to global warming.

Of course, this action was required by a US Supreme Court decision on greenhouse gases last year and provides the regulatory side to the push that must come from congress.

There have been recent rumblings that the US Congress would shelve climate change for 2010. While this would please some Americans in the short term, the idea of the US going into the Copenhagen climate change conference without a GHG reduction plan out on the table leaves me very dispirited. The timing of the EPA’s announcement suggests that there might be some pressure from the EPA to get Congress to act. It is clear that the EPA does not have breadth of scope to pull of climate change regulation using a rule making process. Maybe if it starts trying, American politicians may get their act together.

Obama seeks U.S. carbon emissions cap

President Barack Obama on Tuesday called on Congress to send him legislation that places a market-based cap on U.S. carbon polluting emissions and pushes the production of more renewable energy.

In his first speech to a joint session of Congress, Obama said that “to truly transform our economy, protect our security, and save our planet from the ravages of climate change, we need to ultimately make clean, renewable energy the profitable kind of energy.

Good, Canada will have to harmonize. Stephen Harper was last seen pretending that his “intensity based”” approach was just a “different” way of measuring emissions. You can say that speed and distance are just two ways of measuring travel!

It is still early and we will see what the US congress can come up with, and what egregious exemptions and offsets it will provide for. Lobbying is already fast and furious. But the news emanating from Obama is promising on the climate change front.

Tar Sands Don't Fit in the Clean Energy Economy

On February 19 President Obama will visit Canada. Prime Minister Stephen Harper has asked to discuss a North American agreement on global warming and energy, and it has been widely reported that under such a deal he will seek to shelter the tar sands in Alberta from the same greenhouse gas cuts that other polluters must make.

We can not be on be on the path to fight global warming and build a clean energy future by ignoring the facts. The tar sands are one of the most destructive projects on earth. They produce oil that has three times the carbon impact per barrel in the production process as regular oil while leaving a long term legacy of toxic tailings lakes and Boreal forest destruction.

There is a better way. Both the U.S. and Canada have tremendous economic potential in new energy industries and energy efficiency. The tar sands industry must do its fair share in reducing emissions as we make the transition to a new energy economy in North America.

Tell President Obama that he needs to stay on course to a clean energy future.

This is a new cross-border effort by a whole host of Canadian and US environmental big guns including Greenpeace, Environment Defence, the Dogwood Initiative, etc. aimed at lobbying Obama on the Oil (Tar) sands of Alberta.

A few years ago, only 4% of all Americans knew that Canada was the their largest supplier of oil. So, any efforts aimed at educating Americans on where their oil comes from and the dirtiness of the process involved is welcome.

Once again, I will say that the future of the Oil Sands is not in Canadian hands, but in American hands. No Canadian government will turn off the tap, not now in this recession, not 3 years from now when we are on our next boom. It is going to take American pressure and the institution of a robust climate change mitigation program in the US. We shall see what happens in 2-3 years time.

I do not believe this campaign will make any difference whatsoever, Obama is in Canada for something like 3 hours, and presumably will have other things to talk about.
